REGULAR MEETING JUNE 10, 2013 <br /> <br /> <br /> <br /> <br /> <br />REGULAR MEETING RECONVENED <br />Be it remembered that the Common Council of the City of South Bend reconvened in the <br />Council Chambers on the fourth floor of the County-City Building at 9:02 p.m. Council <br />President Derek Dieter, presided with nine (9) members present. <br /> <br /> <br />BILLS - THIRD READING <br /> <br /> <br />ORDINANCE NO. 10232-13 AN ORDINANCE OF THE COMMON COUNCIL OF <br /> THE CITY OF SOUTH BEND, INDIANA, AMENDING <br /> CHAPTER 13 OF THE SOUTH BEND MUNICIPAL <br /> CODE BY THE INCLUSION OF NEW ARTICLE 12 <br /> ENTITLED CHRONIC PROBLEM PROPERTY <br /> REGULATIONS <br /> <br />This bill had third reading. Councilmember Oliver Davis made a motion to amend this bill as in <br />the Committee of the Whole. Councilmember White seconded the motion which carried. <br />Additionally, Councilmember Oliver Davis made a motion to a pass this bill as amended. <br />Councilmember White seconded the motion which carried. The bill passed by a roll call vote of <br />eight (8) ayes and one (1) nay (Councilmember Henry Davis, Jr.) <br /> <br /> <br />RESOLUTIONS <br /> <br /> <br />RESOLUTION NO. 4261-13 A RESOLUTION OF THE COMMON COUNCIL OF <br /> THE CITY OF SOUTH BEND, INDIANA, <br /> SUPPORTING THE GREEN ROOF INITIATIVE FOR <br /> THE CENTURY CENTER <br /> <br />Whereas, the South Bend Common Council recognizes that the Century Center in downtown <br />South Bend located along the St. Joseph River opened in 1977; and <br /> <br />Whereas, the Common Council further recognizes that the Century Center features over 75,000 <br />square feet of convention space, and other amenities such as the Bendix Theatre, Recital Hall, <br />and Island Park which is attached to the east-side of the Century Center along the river; and <br /> <br />Whereas, the Common Council has been advised that the Century Center roof above the June <br />Edwards Wing is in need of repair and replacement; and <br /> <br />Whereas, the Common Council has been further advised that a recent engineering feasibility <br />study has confirmed that the roof above the June Edwards Wing would support a “vegetated roof <br />system with limited public access” also known as a “Living Roof”; and <br /> <br />Whereas, “Living Roofs” offer a viable option for a roof retrofit and provide such benefits as: <br />doubling the life of a roof; reducing energy consumption; capturing and filtering storm water; <br />and air purification; and <br /> <br />Whereas, Greening the Bend, Inc. is a non-profit organization which is “dedicated to sustainable <br />development with the South Bend Community: who “seeks to bolster a renaissance in South <br />Bend by promoting green spaces and human-friendly urban features that protect water and our <br />River as a precious natural resource…resulting in social, economic, and environmental benefits <br />for the South Bend area”; and <br /> <br />Whereas, Greening the Bend, Inc. has proposed to raise funds through private fund-raising <br />efforts and grant opportunities to replace the roof at no additional cost to the City of South Bend. <br /> <br />5 <br /> <br /> <br />
