COMMITTEE OF THE WHOLE MEETING CONTINUED BILL NO. 153 -78 A BILL LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSE FOR THE FISCAL YEAR ENDING DECEMBER 31, 1978. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Mr. Peter Mullen, City Controller, made the following amendments to the levy: FUND Corporation General Park Maintenance Human Rights Firemen's Pension Policemen's Pension Totals ' ' LEVY ON PROPERTY 3.6027 0.6301 .012 0.3436 0.2590 5.3797 AMOUNT TO BE RAISED $10,898,168 1,906,053 36,300 1,039,390 783,475 $16,273,593 Council Member Taylor made a motion to accept the amendments, seconded by Council Member Taylor. The motion carried. There being no further business to come before the Committee of the Whole, Council President Parent made a motion to rise and report to the Council and recess, seconded by Council Member Dombrowski. BILLS, SECOND.READING ORDINANCE NO. 6432 -78 AN ORDINANCE APPROPRIATING $332,400 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR COMMUNITY DEVELOPMENT ADMINISTRATION COSTS TO BE ADMINISTERED THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT. This bill had second reading. Council Member Adams made a motion to amend this bill, as amended in the Committee of the Whole, seconded by Council Member Dombrowski. The motion carried. Counc. Memb er Adams made a motion to pass the bill, as amended, seconded by Council Member Kopczynski. The bill passed by a roll call vote of nine ayes. ORDINANCE NO. 6433 -78 AN ORDINANCE APPROPRIATING $330,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR HOUSING PROGRAM AD- MINISTRATION TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE BUREAU OF HOUSING. This bill had second reading. Council Member ADams made a motion to pass this bill, seconded by Council Member Taylor. The bill passed by a roll call vote of nine ayes. ORDINANCE NO. 6434 -78 AN ORDINANCE APPROPRIATING .$45,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR ADMINISTRATION AND PERSONNEL COSTS, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE BUREAU OF SUBSTANDARD BUILDINGS. This bill had second reading. Council Member Taylor made a motion to pass this bill, seconded by Council Member Dombrowski. The bill passed by a roll call vote of nine ayes. ORDINANCE NO. 6:35 -78 AN ORDINANCE APPROPRIATING $50,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE OF ESTABLISH - ING.A DEMOLITION PROGRAM FOR UNSAFE AND DILAPIDATED STRUCTURES TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY.DEVELOPMENT AND BUREAU OF SUBSTANDARD BUILDINGS. This bill had second reading. Council Member Serge made a motion to pass this bill, seconded by Council Member Dombrowski. The bill passed by a roll call vote of nine ayes. ORDINANCE NO. 6436 -78 AN ORDINANCE APPROPRIATING $12,220 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR GENERAL PARK IMPROVE - MENTS FOR MUESSEL PARK, TO BE ADMINISTERED BY THE DIVISION OF COMMUNITY DEVELOPMENT AND THE DEPARTMENT OF PUBLIC PARKS. This bill had second reading. Council Member Serge made a motion to pass this bill, seconded by Council Member Dombrowski. The bill passed by a roll call vote of nine ayes. _1
