REGULAR MEETING APRIL 10, 1978 <br />SECTION I. The Mayor of the City of South Bend is hereby authorized to submit to an <br />application for Title III funds in the amount of Fifty Two Thousand Five Hundred Dollars <br />($52,000) to the Department of Health, Education and Welfare under Title III of the Juvenile <br />Justice and Delinquency Prevention Act of 1974, as amended. <br />SECTION II. The Executive Director of the Youth Service Bureau shall be designated the <br />Administrative Agent for this grant. For every category established under this Resolution, the <br />Mayor shall submit to the Common Council a line item budget prior to the expenditures of any <br />grant money received upon approval of this application. <br />SECTION III. This resolution shall be in full force and effect from and after its adopti <br />by the Common Council and approval of the Mayor. <br />/s /Mary Christine Adams <br />A public hearing was held at this time on the resolution. Ms. Bonnie Strycker, Executive <br />Director of the Youth Services Burea, indicated this grant would be used to operate a shelter <br />for runaway and homeless youth. She said this shelter housed 212 youths during the eighteen <br />month period ending December 31, 1977. Mrs. Jane Swan, 2022 Swygart, asked the minimum and <br />maximum time a youth stayed in the shelter. Ms: Stry.cker indicated that the maximum is two <br />weeks. Mrs. Swan questioned the amount of money being spent on this shelter. Council Member <br />Miller made a motion to adopt this resolution, seconded by Council Member Serge. The motion <br />carried. <br />RESOLUTION NO. 611 -78 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA APPROVING A LEASE BETWEEN THE BOARD OF <br />PUBLIC WORKS AND THE SOUTH BEND CIVIC THEATRE, INC. FOR <br />USE OF THE PREMISES AT 701 PORTAGE AVENUE, FROM JANUARY 1, <br />1978 THROUGH DECEMBER 31, 1978. <br />WHEREAS, the Common Council of the City of South Bend has passed an ordinance stipulating <br />that the lease of any city -owned real estate to a non - governmental agency entered into by the <br />Board of Public Works shall be submitted to the Common Council for approval, and <br />WHEREAS, the Board of Public Works has entered into a lease with the South Bend Civic <br />theatre, Inc. for use of the premises located at 701 Portage Avenue, South Bend, Indiana <br />(formerly Fire Station #6), from January 1, 1978 through December 31, 1978 which lease agree- <br />ment was approved by the Board of Public Works on March 27, 1978, a copy of which is attached <br />hereto. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: <br />SECTION I. That the lease between the Board of Public Works and the South Bend Civic <br />Theatre, Inc. for the premises located at 701 Portage Avenue, entered into on March 27, 1978, <br />is hereby approved. <br />SECTION II. Mr. Patrick McMahon, Director of <br />Public Works, indicated this was the same lease they had used in the past for this property. <br />Council Member Dombrowski made a motion to adopt this resolution, seconded by Council Member <br />Serge. The resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 612 -78 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA REQUESTING A FIELD HEARING <br />TO BE HELD IN THE CITY BY THE PUBLIC SERVICE <br />COMMISSION ON INDIANA AND MICHIGAN ELECTRIC <br />COMPANY'S REQUEST FOR A 33.7 PERCENT RATE IN- <br />CREASE; AND SETTING FORTH REASONS FOR OPPOSI- <br />TION TO THE PROPOSED INCREASE. <br />WHEREAS, the Indiana and Michigan Electric Company has petitioned the Indiana Public Servic <br />Commission for a thirty -three point seven percent (33.7 %) across the board increase on utility <br />rates; and <br />WHEREAS, I &M was granted a 15.22% rate increase in 1975 and an 18.6% rate increase in 1977 <br />which significantly affected consumers both in the private and public sector; and <br />WHEREAS, the 1978 Budget for the City of South Bend already contains substantial appropria- <br />tions for electric current, as evidenced as follows: <br />Board of Works <br />Morris Auditorium <br />Bureau of Cemetaries <br />Fire Department <br />Bureau of Building Maintenance <br />Park Department <br />Water Works <br />Waste Water <br />Sanitation <br />Parking Garage <br />Century Center <br />River Bend Plaza <br />$675,000.00 <br />8,500.00 <br />100.00 <br />11,400.00 <br />35,000.00 <br />89,000.00 <br />270,000.00 <br />135,000.00 <br />3,000.00 <br />24,000.00 <br />36,000.00 <br />18,000.00 <br />TOTAL $1,305,300.00 <br />
