REGULAR MEETING NOVEMBER 14, 1977 <br />REGULAR MEETING RECONVENED (CONTINUED <br />BILL NO. 179 -77 A BILL APPROVING MONEYS FOR THE PURPOSE OF DEFRAYING <br />EXPENSES INCURRED UNDER THE FEDERAL GRANT GIVEN TO <br />THE HUMAN RIGHTS COMMISSION FOR THE FISCAL YEAR <br />BEGINNING JULY 1, 1977, INCLUDING ALL OUTSTANDING <br />CLAIMS ANDOBLIGATIONS AND FIXING.A TIME WHEN THE <br />SAME SHALL TAKE EFFECT. <br />This bill had first reading. Council Member Taylor made a motion to set this bill for public <br />hearing and second reading November 28, 1977, seconded by Council Member Dombrowski. The <br />motion carried. <br />BILL NO. 180 -77 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, <br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY <br />OF SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) <br />(3421 MISHAWAKA AVE.) <br />This bill had first reading. Council Member Adams made a motion to refer this bill to Area <br />Plan, together with the petition, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 181 -77 A BILL TRANSFERRING $2,500.00 AMONG VARIOUS ACCOUNTS, <br />ALL ACCOUNTS BEING WITHIN THE PARKING GARAGE PROJECT <br />FUND FO THE CITY OF SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Adams made a motion to set this bill for public <br />hearing and second reading November 28, 1977, seconded by Council Member Dombrowski. The motion <br />carried. <br />BILL NO. 182 -77 <br />A BILL APPROVING THE FORM AND TERMS OF LEASE AND TRUST <br />INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND <br />AUTHORIZING THE EXECUTION THEREOF PERTAINING TO NIMET <br />INDUSTRIES, INC. <br />This bill had first reading. Council Member Adams made a motion to set this bill for public <br />hearing and second reading November 28, 1977, seconded by Council Member Kopczynski. The <br />motion carried. <br />BILL NO. 183 -77- A BILL APPROVING A CONTRACT BETWEEN THE BUREAU OF WATER <br />OF THE CITY OF SOUTH BEND, INDIANA, AND DON MEDOW MOTORS, <br />INC., SOUTH BEND, INDIANA, FOR THE PURCHASE OF CERTAIN <br />MOTOR VEHICLES IN THE TOTAL AMOUNT OF $11,433.34. <br />This bill had first reading. Council Member Adams made a motion to set this bill for public <br />hearing and second reading November 28,1977, seconded by Council Member Taylor. The motion <br />carried. <br />BILL NO. 184 -77 <br />A BILL AMENDING ORDINANCE'NO. 4990-'68, AS:AMENDED`,'COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF 'THE CITY.OF:SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE)(3533 MCKINLEY HIGHWAY.) <br />This bill had first reading. Council Member Adams made a motion to refer this bill and petition <br />to Area Plan, seconded by Council Member Horvath. The motion carried. <br />BILL NO. 185 -77 <br />A BILL APPROVING THE FORM AND TERMS OF LEASE AND TRUST <br />INDENTURE AND INDUSTRIAL DEVELOPMENT REVENUE BONDS, AND <br />AUTHORIZING THE EXECUTION THEREOF PERTAINING TO FBT BANCORP, <br />INC., AN INDIANA CORPORATION (FBT BANCORP, INC. - WALKERTON <br />BRANCH PROJECT.) <br />This.bill had first reading. Council Member Adams made a motion to set this bill for public <br />hearing and second reading November 28, 1977, seconded by Council Member Kopczynski. The motion <br />carried. <br />UNFINISHED BUSINESS <br />Century Center Mall Agreement - Mr. Wayne Brownell, Executive Director of Redevelopment, indicat <br />that HUD has asked that this agreement be admended by'adding, in the second line, City of South <br />Bend, before Department of Redevelopment. Council Member Adams made a motion to authorize the <br />president of the Council and the City Clerk to sign this agreement, seconded by Council Member <br />Serge. The motion carried. Council Member Adams asked that the Council be notified of any <br />change in investors for the Century Center Mall. <br />Council President Parent indicated that Ordinance No. 6235 -77, which was veoted by the Mayor, was <br />merely a procedural veto since the ordinance was incorrect. Mr. Michael Vance, Deputy Controller, <br />indicated that the Park Board would submit a new ordinance. <br />NEW BUSINESS <br />An announcement was made that the filing deadline for the next meeting would be Tuesday, November <br />22, 1977, at 3:00 p.m., because of the holiday. <br />Council Member Taylor made a motion to have one meeting in December, on December 19, seconded by <br />Council Member Dombrowski. The motion carried. Council Member Dombrowski made a motion to start <br />the November 28, 1977, meeting of the Council at 6:00 p.m., seconded by Council Member Adams. ThE <br />motion carried. <br />Council Member Kopczynski made a motion to authorize the Council president to appoint an election <br />committee for Council offices, seconded by Council Member Adams. The motion carried. Council <br />President Parent appointed Council Member Serge chairman of the committee, and Council Members <br />Taylor and Dombrowski as members of the committee. <br />
