r_iiv <br />REGULAR MEETING MARCH 28, 1977 <br />REGULAR MEETING RECONVENED (CONTINUED) <br />BILL NO. 42 -77 A BILL APPROPRIATING $23,040.00 FROM THE ANTI - <br />RECESSION FUND COMMONLY REFERRED TO AS THE <br />COUNTER- CYCLICAL GRANT, FOR VARIOUS BUILDING <br />CODE ENFORCEMENT FUNCTIONS, TO BE ADMINISTERED <br />BY THE CITY OF SOUTH BEND THROUGH THE DEPARTMENT <br />OF ADMINISTRATION AND FINANCE. <br />This bill had first reading. Council Member Adams made a motion to set this bill for public <br />hearing and second reading April 13,1977, seconded by Council Member Dombrowski. The motion <br />carried. <br />BILL NO. 43 -77 <br />A BILL APPROPRIATING $40,000.00 FROM THE FEDERAL <br />ASSISTANCE GRANT, COMMONLY REFERRED TO-AS GENERAL <br />REVENUE SHARING FOR VARIOUS BUILDING CODE COMPLIANCE <br />PROGRAMS, TO BE ADMINISTERED BY THE CITY OF SOUTH <br />BEND, INDIANA, THROUGH THE DEPARTMENT OF ADMINISTRA- <br />TION AND FINANCE. <br />This bill had first reading. Council Member Adams made a motion to set this bill for public <br />hearing and second reading April 13, 1977, seconded by Council Member Dombrowski. The motion <br />carried. <br />PRIVILEGE OF THE FLOOR <br />Mrs. Jane Swan, 2022 Swygart, indicated there was an article in the South Bend Tribune concerning <br />the housing across the country and the trend away from cities persists. She said that Chicago <br />has not been effected by this trend because of a recent ruling requiring employees to live within <br />the city limits. <br />Miss Kathleen Cekanski, Council attorney, indicated she had talked with Mrs. Esther Waldon, 7272 <br />S. Fellows,, and she wants to bring to the Council's attention the problem of non - enforcement of <br />the no smoking rule on City busses. Council President Parent asked the City Clerk's office <br />to refer this to the City Attorney. Mr. Frederick Mutzl,, 320 Parkovash, indicated he would like <br />to back this lady up regarding smoking on busses.. Council Member Kopczynski indicated he re- <br />ceived quite a few calls on this problem. <br />UNFINISHED BUSINESS <br />Report from Area Plan - 240 Rue DeVille. Council Member Taylor made a motion to set this bill <br />for public hearing and second reading April 13, 1977, seconded by Council Member Dombrowski. <br />The motion carried. <br />NEW BUSINESS <br />Council Member Kopczynski made a motion that the Council have only one meeting in April, and that <br />meeting be April 13, 1977, at 7:00 p.m., seconded by Council Member Dombrowski. The motion <br />carried. <br />Council Member Serge asked the City Clerk's office to write a letter to the State Highway Com- <br />mission, about the lack of street lights between St. Mary's College and St. Joseph High School. <br />Council Member Adams indicated that she had not notified all Council Members when she had a com- <br />mittee meeting. Council President Parent indicated that this was not necessary, however, if a <br />Council Member sponsors a bill, he should be notified of a committee meeting even if he is not a <br />member. <br />There being no further business to come before the Council, unfinished or new., Council Member <br />Taylor made a motion to adjourn, seconded by Council Member Kopczynski.
