REGULAR MEETING JANUARY 24, 1977 <br />REGULAR MEETING RECONVENED (CONTINUED) <br />ORDINANCE AN ORDINANCE REVISING THE GOVERNING RULES AND <br />REGULATIONS OF THE LEGISLATIVE BRANCH OF THE <br />CITY OF SOUTH BEND, INDIANA, AND ESTABLISHING <br />CERTAIN STANDARDS OF CONDUCT ON THE PART OF <br />MEMBERS OF THE COMMON COUNCIL, AND CREATING <br />A RULES COMMITTEE FOR THE ENFORCEMENT OF THE <br />STANDARDS CREATED. <br />This ordinance had first reading. Council'Member Adams made a motion to set this ordinance for <br />public hearing and second reading February 14, 1977, seconded by Council Member Dombrowski. The <br />motion carried.. <br />PRIVILEGE OF THE FLOOR <br />Ms. Deana Kelley, spoke:to the Council, as a representative of the disabled and mentally handi- <br />capped.'- She indicated there were still some buildings and functions they could not go to be- <br />cause of accessibility. She indicated that TRANSPO busses were not equipped with ramps for the <br />disabled and the senior citizens. Council President Parent indicated he had received a number <br />of letters on the transportation situation, and was scheduling a meeting early in February to <br />discuss this situation. <br />Council Member Miller indicated it was his understanding on the rules and regulations ordinance <br />that they were meeting as a Committee of the Whole to draft the ordinance. He wanted to know <br />from Ms. Cekanski who authorized the change in Section 2 -1E from what was approved last Monday, <br />that eliminated the words, "After proper notice, the council-shall fill such vacancy by majority <br />vote of all council members with a person who must be of the same political party as the council <br />member." Council President Parent indicated that the person who authorized the change is the <br />person that signed the proposed ordinance. He indicated he had decided to follow State law on <br />this matter. Council Member Miller indicated that if this was changed, he wondered how many <br />other changes were made. Council President Parent indicated there were seven Democrats who <br />wanted to follow State law on this matter. Council Member Miller indicated he did not support <br />the ordinance in its present form. Council Member Adams indicated she did not feel this was <br />ever intended to be an instrument the Council approved before it was filed. Council Member Tayl <br />indicated he agreed with Council Member Miller. <br />Council Member Dombrowski made a motion to reappoint Mr. Robert Swanson to the Human Rights <br />Commission, seconded by Council Member Horvath. The motion carried. <br />Council President Parent indicated that the Century Center meeting, scheduled for January 31, <br />1977, would have to be postponed until February 7, 1977, at 7:00 p.m. Council Member Kopczynski <br />made a motion to reschedule the meeting, seconded by Council Member Dombrowski. The motion car- <br />ried. Council President Parent aksed the City Clerk to notify all interested parties. <br />There being no further business to come before the Council, unfinished or new, Council Member <br />Adams made a motion to adjourn, seconded by Council Member Dombrowski.
