<br />REGULAR MEETING RECONVENED
<br />Be it remembered that the regular meeting of the Common Council of the City of South Bend re-
<br />convened in the Council Chambers at 8:40 p.m., Council President Parent presiding, and nine
<br />members present.
<br />REPORT FROM THE SUB - COMMITTEE ON MINUTES
<br />To the Common Council of the City of South Bend:
<br />Your sub - committee on the inspection and supervision of the minutes would respectfully
<br />report that it has inspected the minutes of the January 4, 1977 meeting of the Council and
<br />found them correct.
<br />The sub - committee, therefore, recommends that the same be approved.

<br />Council President Parent indicated that if there were no objections, the minutes of the
<br />January 4, 1977, meeting would be accepted as read and placed on file.
<br />REPORT FROM THE COMMITTEE OF THE WHOLE
<br />Council Member Taylor made a motion to waive the reading of the report of the Committee of the
<br />Whole, seconded by Council Member Miller. The motion carried by a roll call vote of nine ayes
<br />(Council Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, Horvath and
<br />Parent) .

<br />ORDINANCE NO. 6106 -77
<br />AN ORDINANCE APPROVING THE FORM AND TERMS OF LEASE
<br />AND TRUST INDENTURE AND INDUSTRIAL DEVELOPMENT RE-
<br />VENUE BONDS, AND AUTHORIZING THE EXEUCTION THEREOF
<br />PERTAINING TO COLE ASSOCIATES, INC.
<br />This ordinance had second reading. Council Member Adams made a motion to pass the ordinance,
<br />seconded by Council Member Dombrowski. The ordinance passed by a roll call vote of nine ayes
<br />(Council Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, Horvath and
<br />Parent) .
<br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, AS
<br />AMENDED, COMMONLY KI10WN AS THE ZONING ORDINANCE
<br />OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21,
<br />MUNICIPAL CODE) (100 BLOCK OF EAST NORTH SHORE
<br />DRIVE) .
<br />Council Member Adams made a motion to strike this ordinance, seconded by Council Member Dombrowski
<br />The motion carried.
<br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, AS
<br />AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE
<br />OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21,
<br />MUNICIPAL CODE) (912 LAWRENCE; 100 BLOCK NORTH
<br />SHORE DR.; VACANT LOT KNOWN AS 315 CORBY).
<br />Council Member Taylor made a motion to continue public hearing and second reading on this ordina
<br />until February 14, 1977, seconded by Council Member Dombrowski. The motion carried.
<br />ORDINANCE NO. 6107 -77 AN ORDINANCE APPROPRIATING $166,500.00 FROM THE
<br />LOCAL ROADS AND STREETS FUND AND $18,500.00 FROM
<br />THE CUMULATIVE CAPITAL IMPROVEMENT FUND TO PRO-
<br />JECT R &S 61, MICHIGAN -MAIN STREET CONNECTOR.
<br />This ordinance had second reading. Council Member Taylor made a motion to pass the ordinance,
<br />seconded by Council Member Dombrowski. The ordinance passed by a roll call vote of eight ayes
<br />(Council Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, and Parent)
<br />and one nay (Council Member Horvath).
<br />ORDINANCE NO. 6108 -77
<br />AN ORDINANCE APPROPRIATING $15,155.00 FROM THE
<br />FEDERAL ASSISTANCE GRANT, COMMONLY REFERRED TO
<br />AS GENERAL REVENUE SHARING, FOR VARIOUS HUMAN
<br />RESOURCES PROGRAMS, TO BE ADMINISTERED BY THE
<br />CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF
<br />HUMAN RESOURCES.
<br />This ordinance had second reading. Council Member Taylor made a motion to pass the ordinance,
<br />seconded by Council Member Dombrowski. The ordinance passed by a roll call vote of nine ayes
<br />(Council Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, Horvath and
<br />Parent) .
<br />ORDINANCE NO. 6109 -77 AN ORDINANCE APPROPRIATING $30,000.00 FROM THE
<br />FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO
<br />AS GENERAL REVENUE SHARING FOR VARIOUS ADMINIS-
<br />TRATIVE PROGRAMS TO BE ADMINISTERED BY THE CITY
<br />OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN
<br />RESOURCES.
