REGULAR MEETING AUGUST 9, 1976 <br />COMMITTEE OF THE WHOLE MEETING (CONTINUED) <br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF <br />$3,928.00 TO ACCOUNT NO. 370.0 "OTHER <br />SUPPLIES" WITHIN THE BUREAU OF STREETS_ <br />BUDGET OF THE BUREAU OF STREETS BUDGET <br />OF THE MOTOR HIGHWAY FUND OF THE CITY <br />OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Rollin Farrand, Director of the Board of <br />Public Works made the presentation for the ordinance. He said account no. 370.0 is ninety per- <br />cent spent, and this money is needed for gutter brooms, main brooms, solvent, and other miscel- <br />laneous items. Council Member Kopczynski made a motion to recommend this ordinance to the Counci <br />favorably, seconded by Council Member Adams. The motion carried. <br />ORDINANCE AN ORDINANCE TRANSFERRING THE SUMS OF $100.00 <br />FROM ACCT. NO. 213.0 "TRAVEL" AND $2,000.00 <br />FROM 252.0 "EQUIPMENT REPAIR" TO ACCT. NO. <br />370.0 "OTHER SUPPLIES" IN THE AMOUNT OF $1,600.00 <br />AND ACCT. NO. 333.0 "OTHER INSTITUTIONAL AND <br />MEDICAL SUPPLIES" IN THE AMOUNT OF $500.00. ALL <br />ACCOUNTS BEING WITHIN THE BUREAU OF BUILDING <br />MAINTENANCE BUDGET OF THE GENERAL FUND OF THE <br />CITY OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Joseph Paszli, Manager of Municipal Services <br />Facility, made the presentation for the ordinance. He said it was necessary that this money be <br />transferred in order to survive the balance of the year. Council Member Horvath asked why the <br />equipment repair budget submitted was so high. Mr. Rollin Farrand, Director of the Board of <br />Public Works, indicated that this was a small budget item and it is difficult to get an average <br />that is correct. Council President Parent asked what type of supplies were purchased. Mr. <br />Paszli indicated there were numerous items purchased such as flags, and watcon for the air con- <br />ditioning. Council Member Kopczynski made a motion that this ordinance be recommended to the <br />Council favorably, seconded by Council Member Dombrowski. The motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $70,000 FROM <br />FEDERAL ASSISTANCE GRANT COMMONLY REFERRED <br />TO AS GENERAL REVENUE SHARING, FOR VARIOUS <br />FIRE EQUIPMENT, TO BE ADMINISTERED BY THE <br />CITY OF SOUTH BEND THROUGH ITS BUREAU OF <br />FIRE SAFETY. <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op -, <br />ponents were given an opportunity to be heard. Mayor Peter J. Nemeth made the presentation for <br />the ordinance. He indicated that several Councilmen have indicated a desire to add another <br />truck to our fleet, and this was the purpose of this ordinance. Council President Parent in- <br />dicated this was for another pumper and he wanted to know when the City will need a ladder truck. <br />He asked that if we spend $70,000 for another pumper, will we have money left for a ladder truck. <br />Fire Chief Snider indicated he had requested one in his budget, to be purchased through Revenue <br />Sharing Funds. Council President Parent said that since we are going to receive three additional <br />pumper trucks perhaps this money should be held for a ladder truck. The Fire Chief indicated we <br />presently have four aerial trucks in operation and we can get by with these. He said we need <br />the pumpers. <br />Council Member Kopczynski made a motion that this ordinance be recommended favorably to the Counc, <br />seconded by Council Member Szymkowiak. <br />Council Member Serge asked the balance in the Revenue Sharing Fund. Mr. Walt Lantz, Deputy City <br />Controller, said there was a balance of $98,000. Council Member Adams said that the City was <br />guaranteed to receive $221,000 in January so we will have approximately $250,000 in Revenue Shar- <br />ing Funds available then. The motion carried on a roll call vote of seven ayes (Council Members <br />Serge, Szymkowiak, Miller, Kopczynski, Adams, Dombrowski and Parent) and two nays (Council Member <br />Taylor and Horvath). <br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, <br />AS AMENDED, COMMONLY KNOWN AS THE ZONING <br />ORDINANCE OF THE CITY.OF SOUTH BEND, INDIANA, <br />(CHAPTER 21, MUNICIPAL CODE) (Square Block <br />bounded by Portage, Kinyon, Anderson and <br />Bulla St.) <br />This being the time heretofore set for public hearing on the above ordinance, proponents and op- <br />ponents were given an opportunity to be heard. Mr. Burt Ford,attorney, American Bank Building, <br />made the presentation for the ordinance. He said this property had been acquired by the petition( <br />for the purpose of building a one story bank building occupied by the National Bank and Trust. <br />He indicated that Area Plan has approved this rezoning. Council Member Kopczynski asked if this <br />would be referred to as spot zoning. Mr. Ford indicated that this was an extension of existing <br />zoning on Portage. Council Member Kopczynski asked Mr. Molnar of Area Plan his definition of <br />spot zoning. Mr. Molnar indicated that it would be a piece of property surrounded by homes. <br />Council Member Serge spoke in behalf of the project. He said this particular area had deteriorat( <br />to the point where it was a disgrace. He indicated he thought this would be an asset to the area <br />She questioned the traffic situation in the area. Mr. Molnar indicated they were hopeful, due to <br />the relocation of drives, it will not cause too much congestion. Council Member Dombrowski made <br />motion that this ordinance be recommended to the Council favorably, seconded by Council Member <br />Kopczynski. Council Member Serge asked Mr. Molnar why they closed the exit on Anderson. Mr. <br />Molnar indicated that Area Plan suggested that this drive be closed to keep the traffic from com- <br />ing out on Anderson where there are single family dwellings.
