�2 <br />REGULAR MEETING JUNE 7, 1976 <br />REGULAR MEETING - RECONVENED <br />11. Two of our cadets have been accepted for training as Indiana State Troopers. Just last we <br />the sheriff has accepted two more cadets. <br />12. Much time has been required in protection of various presidential candidates. <br />13. Increased visible foot patrol in the downtown area has been put into effect. <br />14. Nearly 3,000 hours have been worked in overtime at no direct dollar cost by officers with <br />cars assigned 24 hours a day. <br />15. Commendations from the public continue to roll in as the community continues to praise in- <br />dividual and team efforts of police officers. <br />16. The computer continues to pinpoint high crime areas and has cut down some civilian work loac <br />by doing some of the national reports required. <br />17. Advanced training has been going on at an accellerated speed with inservice and outside <br />schooling. <br />18. Morale seems to be high. <br />19. Citizen involvement with CB radios has assisted in patrolling high crime areas under the <br />direction of the Crime Prevention Unit. <br />20. Several meetings regarding the proposed contract, duty manual, merit plan and thelike cause <br />some turmoil as attention is drawn away from the task of crime prevention, apprehension and patrc <br />21. Less than 2% of our cases that go to court are being lost by acquittals. <br />This brief summary is just that. With support from you, the administrative staff of the City, <br />and the citizens we can all expect to work toward a more peaceful, tranquil community. <br />Council Member Szymkowiak asked about the officers that take the squad cars home, he wanted to <br />know who assumes liability to the family in case they would be injured. The chief indicated they <br />are told they must have some insurance to protect their family. Council Member Szymkowiak in- <br />dicated that he did not recommend the family being in the car. He said he would like the questic <br />of liability researched. Council Member Dombrowski asked about the legal aspect, since he felt <br />the City would be liable for anyone riding in a police car. Chief Borkowski indicated they do <br />not have insurance on the police cars. Council Member Dombrowski asked about what happens to a <br />prisoner in case of an accident. The chief indicated that this was - covered through the City be- <br />cause it was police business. <br />Council Member Serge asked if it was an administrative change when they cancelled the 116 police <br />commissions. Chief Borkowski indicated it was done by the Board of Public Safety at his recom- <br />mendation. He indicated that he was responsible for these people while they held a commission, <br />and they had to be trained every two years at City expense. Council President Parent asked if <br />the gun permit would be the alternative, and the chief indicated it would. Council Member Adams <br />said that in other words you are then removing the City from liability if there would be a pro- <br />blem and the chief indicated that was true. <br />Council President Parent asked what problems the chief felt were most important. The chief in- <br />dicated that it was distribution of manpower, and paper work. Council President Parent asked <br />what type of thing can be done to correct the situation. Chief Borkowski said they are trying <br />to eliminate some of the -paper work for the detectives, and make our police report simpler giving <br />the officers more time on the street. He said that at present they were saturating the high <br />crime areas trying to get a handle on the ,problem. <br />Council Member Serge asked what they could do to curtail crime, and if they needed.more men on <br />thepolice department. The chief indcicated that he did not think they needed more men at this <br />time. He said if some of the people they apprehended stayed in jail a while it would help. He <br />said they were going to run out of money soon for the foot patrol. <br />Council Member Kopczynski thanked the chief for being at the meeting. Council President Parent <br />also thanked him. <br />Mr. Peter Mullen, City Controller, indicated that August 30 was the date the budget had to be <br />adopted, and he wondered if there would be any problem with the Council changing the date of <br />the meeting. Council President Parent indicated they would look into this, and if necessary <br />change the date, at a later time. <br />There being no further business to come before the Council, unfinished or new, Council Member <br />Adams made a motion to adjourn, seconded by Council Member Dombrowski.
