Bend <br />Council President Parent indicated that action on the petitions would be taken when the ordinance <br />had first reading. <br />ORDINANCES, SECOND READING <br />ORDINANCE NO. 5974 -76 <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATION <br />FROM THE GENERAL PARK FUND IN THE AMOUNT <br />OF $75,000.00 TO ACCOUNTS NUMBER 260.0, <br />OTHER CONTRACTUAL SERVICES, GENERAL. <br />This ordinance had second reading. Council Member Szymkowiak made a motion to pass the ordinance, <br />seconded by Council Member Serge. The ordinance passed by a roll call vote of eight ayes (Counci <br />Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Horvath and Parent). <br />ORDINANCE NO. 5975 -76 AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS <br />FROM THE MOTOR VEHICLE HIGHWAY FUND IN THE <br />AMOUNT OF $25,000.00 TO ACCOUNTS 425.0 <br />CONCRETE AND 722.0 (PROPERTIES, MOTOR EQUIP- <br />MENT) . <br />This ordinance had second reading. Council Member Kopczynski made a motion to pass the ordinance <br />seconded by Council Member Serge. The ordinance passed by a roll call vote of eight ayes (Counci <br />Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Horvath and Parent). <br />ORDINANCE NO. 5976 -76 <br />AN ORDINANCE AMENDING AND SUPPLEMENTING <br />CHAPTER 40 of the MUNICIPAL CODE OF SOUTH <br />BEND, INDIANA (900 feet west of York Road <br />and north of Kern Road). <br />This ordinance had second reading. Council Member Horvath made a motion to pass the ordinance, <br />seconded by Council Member Taylor. The.ordinance passed by a roll call vote of eight ayes (Counc <br />Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Horvath and Parent). <br />ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING <br />CHAPTER 40 OF THE MUNICIPAL CODE OF SOUTH <br />BEND, INDIANA (Tri -piece Edison Road be- <br />tween Edison and State Road 23). <br />This ordinance had second reading. Council - _=President :- Pareht said the_pe'titioner was still not in <br />the Chambers, but he thought the Council should allow the public to voice their concern regarding <br />the rezoning. <br />Mr. Thomas Magers, 1412 South Bend, Avenue, read the following statement: "To date there has bee <br />no evidence for the existence of a complete neighborhood zoning plan for the South Bend Avenue <br />area. The present situation concerning the impending construction of a hotel in the area bounded <br />by Edison Road, South Bend, Avenue, and Twyckenham Drive now only serves to expose this extreme <br />inadequacy. It seems illogical, then, that we continue to consider zoning for the construction <br />of said hotel at this time. We would move then to seek a postponement of any further considerati <br />by the City Council of South Bend until and at which time the area planning commission can presen <br />to the citizens of South Bend a complete "land use" plan for vacant lands within the South Bend <br />Avenue neighborhood area." <br />Dr. Lillian Stanton, 919 Oak Ridge, asked that an enviromental impact study be made because of <br />major rezoning being considered. <br />Mrs. Morris Hoffman, 1258 Twyckenham, indicated their property was across the street from the pro- <br />posed hotel, and they would be completely blocked out by a hotel. She said if all this area is <br />going to go commercial, make ours commercial too, as we have two lots and we do not want to be <br />blocked in by commercial property around us. <br />Mr. Carl O'Nell, 1432 South Bend Avenue, said that some people who live within the 300' limit of <br />this proposed hotel were not properly notified of this rezoning. Council President Parent asked <br />how many in the audience were not notified and there was a show of several hands. President <br />Parent directed the Clerk to write a letter to Area Plan regarding this situation. Mr. O'Nell <br />read a prepared statement to the Council, as follows: <br />"Assuming the City Council of South Bend does, in fact, vote to approve this current rezoning <br />measure in regard to the construction of a hotel in the South Bend Avenue area, we would expect <br />consideration and positive action on specific construction and design parameters related to the <br />hotel in question. <br />
