REGULAR MEETING MAY 10, 1976 <br />REGULAR MEETING RECONVENED <br />ORDINANCES FIRST READING (CONTINUED) <br />This ordinance had first reading. Council Member Taylor made a motion to set this ordinance for <br />public hearing and second reading on May 24, 1976, seconded by Council Member Horvath. The motio <br />carried. <br />ORDINANCE AN ORDINANCE APPROFRIATING$159,000.00 <br />FROM THE LOCAL ROADS AND STREET FUND <br />TO PROJECT R &S 88 SIGNAL MODERNIZATION <br />AT PORTAGE, HAMILTON, WILBER AND WOODLAWN <br />STREETS: WITHIN SAID FUND. <br />This ordinance had first reading. Council Member Taylor made a motion to set the ordinance -'for <br />public hearing and second reading on May 24, 1976, seconded by Council Member Miller. The motion <br />carried. <br />ORDINANCE AN ORDINANCE AMENDING CHAPTER 2, ARTICLE <br />IX, SECTIONS 2 -127, 2 -128, 2°130, 2 -131, <br />AND 2 -132 OF THE MUNICIPAL CODE OF SOUTH <br />BEND, INDIANA, 1976, ORDINANCE NO. 5619 -73, <br />COMMONLY REFERRED TO AS THE SOUTH BEND <br />HUMAN RIGHTS ORDINANCE. <br />This ordinance had first reading. Council Member Miller made a motion to refer this ordinance to <br />the Human Resources Committee for further study, seconded by Council Member Horvath. The motion <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $36,000.00 FROM <br />THE LOCAL ROADS AND STREETS FUNDS AND $4,000.00 <br />FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUNDS <br />TO PROJECT R &S 70 -1975 MIAMI ROAD FROM KERN <br />ROAD TO JACKSON ROAD. <br />This ordinance had first reading. Council Member Horvath made a motion to set this ordinance for <br />public hearing and second reading May 24, 1976, seconded by Council Member Taylor. The motion <br />carried. <br />ORDINANCE AN ORDINANCE TRANSFERRING THE SUM OF <br />$7,000.00 FROM ACCOUNT 110.0 SALARIES <br />AND WAGES, REGULAR, TO ACCOUNT 722.0 <br />MOTOR EQUIPMENT, BOTH ACCOUNTS BEING <br />WITHIN THE BUREAU OF STREETS BUDGET, <br />IN THE MOTOR VEHICLE HIGHWAY FUND. <br />This ordinance had first reading. Council Member Taylor made a motion to set this ordinance for <br />public hearing and second reading May 24, 1976, seconded by Council Member Serge. The motion <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRATING $125,000.00 <br />FROM THE FEDERAL2USISTANCE GRANT, <br />COMMONLY REFERRED TO AS GENERAL REVENUE <br />SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS <br />TO BE ADMINISTERED BY THE CITY OF SOUTH <br />BEND THROUGH ITS DEPARTMENT OF PUBLIC <br />WORKS. <br />This ordinance had first reading. Council Member Miller made a motion to set this ordinance for <br />public hearing and second reading May 24, 1976, seconded by Council Member Serge. The motion <br />carried. <br />PRIVILEGE OF THE FLOOR <br />Mrs. Kenneth Sheetz, representative of the Park Avenue Neighborhood Association, invited each of <br />the Council to attend their Tour of Homes, May 6, 1976. She gave each Council Member a ticket <br />for the tour. She said there would also be an ice cream social. <br />Mrs. Jane Swan, 2022 Swygart, said that at the last meeting she had questioned giving Goodwill <br />funds through Revenue Sharing. She said the YWCA is also attempting to get funds. She indicated <br />the Council had started a precedent and she did not think this was proper use of Revenue Sharing <br />Funds. <br />Council Member Kopczynski said he had received numerous compl &ints on public housing, primarily <br />the 235 homes. He said he felt the-Sbuth -Bend Housing Authority should conform to code in main- <br />taining these yards. He said he thought pressure should be put on them by the city attorney's <br />office to have them comply with the ordinance. He said he would like the city attorney to con- <br />tact the South Bend Housing Authority and let them know their responsibility. He said the Civil <br />City of South Bend does not own these homes, the South Bend Housing Authority does. <br />Council Member Taylor said he would like to address himself to Mrs. Swan. He said he thought the <br />fastest way to lose federal funds would be to wipe out social program. He said he agreed with <br />her 100% that there is probably some kind of a happy medium somewhere as to how much we should be <br />doing for all social programs. He said he agreed with her that we cannot take over funding all <br />these programs. Council President Parent said they had used these funds before for social ser- <br />vices, such as REAL Services. <br />
