REGULAR MEETING APRIL 12 1976 <br />REGULAR MEETING - RECONVENED <br />RESOLUTIONS <br />RESOLUTION NO. 515 -75 A RESOLUTION OF THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA, DEDICATING THE <br />COMMON COUNCIL'S FULL SUPPORT TO THE DEVELOP- <br />MENT AND REVITALIZATION OF DOWNTOWN SOUTH BEND. <br />WHEREAS, the Common Council of the City of South Bend is dedicated to furthering the develop <br />ment of downtown South Bend as a bustling, intriguing, heterogeneous, and economically sound cent <br />that it should be; and <br />WHEREAS, the Council is dedicated to furthering the development of an enhancing and energizi <br />retail - trading and decision - making center, and a place for Corporate headquarters; and <br />WHEREAS, the Council is dedicated to the preservation of the downtown area as the traditiona <br />place of prominence in the commercial, economic, business, recreational, and social areas; and <br />WHEREAS, the Council is dedicated to revitalizing downtown South Bend by being alive and bus <br />with people by night as well as by day; and <br />WHEREAS, the Council is dedicated to make all efforts to further the goals of rebuilding and <br />revitalizing the downtown area and stimulating the growth of its surrounding community, <br />NOW THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend: <br />SECTION I. That the Common Council fully supports all efforts of the many community and <br />governmental organizations which are dedicating themselves to rebuilding and revitalizing down <br />town South Bend. <br />SECTION II. That the Common Council firmly supports in particular the efforts of South Bend <br />2000, Incorporated, to rebuild the downtown area with a major enclosed retail shopping mall as a <br />part thereof. <br />SECTION III. That the Common Council further supports all efforts and plans which create a <br />fiscally sound generating base in the downtown area with a sound and secure tax base. <br />SECTION IV. That the Common Council further recognizes that in order to nurture a sound and <br />dynamic urban nucleus it must continue to provide the best possible security and police protectio <br />in the downtown area. <br />SECTION V. That the Common Council firmly dedicates itself to developing with other organiz <br />tions, measures of developing accessible, convenient, and competitive parking for all citizens an <br />in particular the customers, business persons, and visitors of the downtown area. <br />SECTION VI. That the Council firmly supports the enhancing of the Century Center as the <br />major cultural and convention center in the Midwest. <br />SECTION VII. That the Common Council of the City of South Bend pledges its full support and <br />encouragement in meeting its responsibilities to and for the insuring of a successful downtown <br />South Bend through the 21st Century. <br />SECTION VIII. That this resolution shall be in full force and effect from and after its <br />adoption by the Common Council and approval by the Mayor. <br />s/ Roger 0. Council Vice President Dombrowski <br />chaired this portion of the meeting. Council President Parent said this resolution was intended <br />as Council's statement of support to all activities of various groups to further develop the down• <br />town area. He indicated the support and interest of the:'-Council may help the various groups in <br />their efforts. Council Member Horvath made a motion this resolution be adopted, seconded by <br />Council Member Serge. The resolution was adopted by a roll call vote of nine ayes (Council <br />Members Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dowmbrowski, Horvath and Parent). <br />Council Vice President Dombrowski returned the chair to Council President Parent. <br />
