4 1. <br />REGULAR MEETING FEBRUARY 23, 1976 <br />city in the state to use General Revenue Sharing for rehab work. He said they had attended a <br />meeting at the Southeast Side, and if another meeting was desirable they would go again. <br />Mr. Johnson said they seemed to be getting off on trash. He said just to drive through was not <br />enough, you have to talk with the people. He said it is problems with the contractors. <br />Councilman Adams asked to have these problems put in writing'so the Council could make a proper <br />determination. Councilman Szymkowiak indicated the contractor problem was under Keith Crighton, <br />and it was his responsibility not the Council's. Mr. Crighton said it was his responsibility to <br />make sure the contractor is not paid until the job meets specifications. <br />NEW BUSINESS <br />Councilman Serge asked Chief Snider how many men were in the paramedic department, and the Chief <br />indicated there were eleven. He asked if their shift was the same as a regular fire fighter <br />and the Chief indicated it was, 24 hours on and 24 hours off. He asked if the paramedics were <br />fire fighters; and the Chief said they were. Councilman Serge asked if they were not occupied <br />would they be utilized in a bad fire; and the Chief indicated they would not be used. <br />Council President Parent asked that the Council establish a special committee on Urban Revitali- <br />zation which would focus on those aspects of downtown program development and policy making that <br />would be under the jurisdiction of the Council. He said this committee would assist the City <br />Council in formulating broad Council policies in regard to the economic revitalization of South <br />Bend's urban core. <br />Councilman Taylor made a motion that the Urban Revitalization Committee be established, seconded <br />by Councilman Horvath. The motion carried. <br />Mr_. Peter Mullen, City Controller, said that the City Clerk's office typed out an ordinance, and <br />he was asking for suspension of the rules to transfer $125,000 from Revenue Sharing to the <br />Century Center and $125,000 from Revenue Sharing to the Street Department. <br />Councilman Dombrowski made a motion to suspend the rule that ordinances must be filed by 4;45 p. <br />the Wednesday before a regular Council meeting, seconded by Councilman Adams. The motion <br />carried with a roll call vote of nine ayes (Councilmen Serge, Szymkowiak, Miller, Taylor, <br />Kopczynski, Adams, Dombrowski, Horvath and Parent). <br />ORDINANCE AN ORDINANCE APPROPRIATING $250,000 FROM <br />THE FEDERAL ASSISTANCE GRANT COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, <br />FOR VARIOUS PUBLIC WORKS PROGRAMS BY THE <br />CITY OF SOUTH BEND THROUGH ITS DEPARTMENT <br />OF PUBLIC WORKS <br />This ordinance had first reading. Councilman Adams made a motion to set the ordinance for public <br />hearing and second reading on March 8, 1976, seconded by Councilman Taylor. The motion carried. <br />.There being no further business to come before the Council, unfinished or new, Councilman Miller <br />made a motion to adjourn, 'seconded by Councilman Taylor.
