REGULAR MEETING FEBRUARY 23, 1976 <br />ORDINANCE AN ORDINANCE APPROPRIATING $35,000.00 <br />FROM THE FEDERAL ASSISTANCE GRANT COM- <br />MONLY REFERRED TO AS GENERAL REVENUE <br />SHARING, FOR VARIOUS FIRE EQUIPMENT, <br />TO BE ADMINISTERED BY THE CITY OF <br />SOUTH BEND THROUGH ITS BUREAU OF FIRE <br />SAFETY <br />This being the time heretofore set for public hearing on the above ordinance, proponents and <br />opponents were given an opportunity to be heard. Mayor Peter J. Nemeth made the presentation for <br />the ordinance. He said he was sure the Council was aware that the city's ambulances desperately <br />need replacement. He said they had examined the Para - Medical Ambulance Program and are proposing <br />one new ambulance be purchased immediately, and the better of the two existing ambulances be <br />repaired so it can be used for one more year. He said they were recommending the purchase of a <br />modular type ambulance which would require chassis and motor replacement every two years. The <br />box should last for eight to ten years. The initial cost is more, but a savings should occur in <br />not having to replace the entire ambulance every two years. He said that they were requesting <br />the Council to approve the use of $32,500 in Revenue Sharing funds for the purchase of a modular <br />type ambulance completely equipped with emergency equipment; and $2,500 to rehabilitate one <br />existing ambulance, to allow its use for one more year. He said the administration had set up <br />the "Save -A -Life Fund" to permit the city to solicit funds to be used to support the city's fine <br />ambulance service. Councilman Dombrowski made a motion the ordinance be recommended to the Coun -' <br />cil favorably, seconded by Councilman Adams. Councilman Miller said that considering, in Item G <br />we have a companion ordinance, is the $2,500 necessary to repair the existing unit. The Mayor <br />indicated it would not be necessary if they went ahead and purchased the second unit, unless they <br />wanted to keep one in reserve. He said that he was a little concerned, since he heard about the <br />arrangement in the back room on the other matter and it seems like there is a bit of mistrust here <br />He said they had outlined that they intended to file Revenue Sharing ordinances for the Street <br />Department and the Century Center, and it sounds like you are holding a club over our heads, and <br />you do not trust us to do it. He said that as of December 31, 1976, if all outstanding appro- <br />priations are paid out, and discounting any investments, there would be a balance of $373,096.26. <br />He indicated $250,000 would go in COIF for Street Department and Century Center; $7,800 would be <br />for the hot patch machine; $50,000 to Goodwill Industries; and $50,000 for the Street Department. <br />He said this would leave a balance of $15,296.26, and commitments have tentatively been made for <br />the Summer Youth Program and $30,000 to $60,000 for the YMCA, which would leave a minimum deficit <br />of $32,703.74 and a maximum deficit of $62,703.74. If the Council decides to abandon the request <br />for the second ambulance we will have a minimum deficit of $703.74 and a maximum of $30,703.74. <br />However, he said that Goodwill does not qualify for Community Development money. He said the <br />Council will have to give a lot of thought to the commitments and the needs for this money. <br />Council President Parent said that the Mayor had started his comments by saying the Council mis- <br />trusted the administration by requesting an ordinance be filed >,tonight instead of later as you <br />suggested, and then the Mayor gave them a whole list of requests for Revenue Sharing Funds. He <br />said that this indicated that the Council was right in making that request very early for the <br />$250,000 which is going to be taken away since it is a requirement in the law that when we take <br />away from CCIF there should be some kind of ordinance to see that we replace these funds. He said <br />the Council really does not mean to indicate a lack of trust. He said the reason the Council <br />asked the administration to prepare a second ordinance for the ambulance is that there has been a <br />lot of down time on both of the ambulances and they need to be replaced. He said that perhaps <br />they could get on a schedule to buy one at a time after this. The motion carried. <br />There being no further business to come before the Committee of the Whole, Councilman Taylor made <br />a motion to rise and report to the Council, seconded by Councilman Dombrowski. Parent <br />Councilman Adams made a motion that the report be accepted as read, placed on file and the minutes <br />be approved, seconded by Councilman Serge. The motion carried. <br />REPORT FROM THE COMMITTEE OF THE WHOLE <br />Councilman Taylor made a motion to waive the reading of the report of the Committee of the Whole, <br />seconded by Councilman Adams. The motion carried by a roll call vote of nine ayes (Councilmen <br />Serge, Szymkowiak, Miller, Taylor, Kopczynski, Adams, Dombrowski, Horvath and Parent). <br />ORDINANCES, SECOND READING <br />ORDINANCE NO. 5950 -76 AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68, AS <br />AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE <br />OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21, <br />MUNICIPAL CODE).
