225 <br />REGULAR MEETING ___AP_RIL <br />REGULAR MEETING - RECONVENED (CONTINUED) <br />ORDINANCE AN ORDINANCE APPROPRIATING $33,080.00 <br />FROM THE FEDERAL ASSISTANCE GRANT, <br />COMMONLY REFERRED TO AS GENERAL REVENUE <br />SHARING, FOR VARIOUS PUBLIC WORKS PRO - <br />GRAMS, TO BE ADMINISTERED BY THE CITY <br />OF SOUTH BEND THROUGH ITS DEPARTMENT <br />OF PUBLIC WORKS. <br />This ordinance had first reading. Councilman Taylor made a motion to set the ordinance for public <br />hearing and second reading on May 12, 1975, seconded by Councilman Serge. Councilman Miller <br />expressed concern about the ordinance and the program. He felt that, if a caucus was not held <br />prior to the next Council meeting, the ordinance should be held up temporarily. He hoped the <br />public hearing could be delayed until the matter was discussed in caucus. This was agreed to by <br />the Council members, and Councilman Horvath made a motion to set the ordinance for public hearing <br />and second reading on May 27, 1975, rather thari May 12th, seconded by Councilman Taylor. The <br />motion carried. <br />PRIVILEGE OF THE FLOOR <br />Mrs. Irene Mutzl, 320 Parkovash, a member of the Fair Tax Association, asked whether or not the <br />Council had received a satisfactory explanation regarding the Professor John Roos claim that <br />Councilman Nemeth had questioned previously. Councilman Nemeth indicated that he had talked to <br />Mr. Walter Lantz, Chief Deputy Controller, concerning the claim, and the amount of the claim was <br />$1,000 payable to Dr. Kromkowski for professional consulting services rendered. He stated that he <br />had accepted this report and that Dr. Roos was getting paid out of the Urban Observatory Program. <br />UNFINISHED BUSINESS <br />Councilman Miller asked if the Committee of th e <br />referred to it regarding conflict of interests. <br />ordinance amending the Fair Campaign Practices <br />Councilman Newburn indicated that the Committee <br />issues. <br />NEW BUSINESS <br />Whole had met and considered the resolution <br />Council President Parent also mentioned the <br />Act which was also referred to the committee. <br />of the Whole had not yet met to consider the <br />Councilman Taylor reminded the audience that there was an election coming up. He urged the citizer <br />to go out and vote -- republican. Council President Parent urged the citizens to vote. Councilman <br />Kopczynski stated that, the more citizens who vote, the more apt South Bend would be to having' <br />good government. He felt the citizens should be aware of the political machine. <br />There being no further business to come before the Council, unfinished or new, Councilman Taylor <br />made a motion to adjourn, seconded by Councilman Horvath.
