REGULAR MEETING MARCH 10, 1975 <br />REGULAR MEETING - RECONVENED (CONTINUED) <br />ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN <br />THE BUREAU OF WATER OF THE CITY OF SOUTH <br />BEND, INDIANA, AND (1) INLAND CHEMICAL <br />COMPANY, FORT WAYNE, INDIANA; AND (2) <br />WATCON, INCORPORATED, SOUTH BEND, INDIANA, <br />FOR THE PURCHASE OF CHEMICALS FOR USE FROM <br />APRIL 1, 1975, TO APRIL 1, 1976, IN THE <br />AMOUNT OF $35,207.00. <br />This ordinance had first reading. Councilman Newburn made a motion to set the ordinance for publi <br />hearing and second reading on March 24, 1975, seconded by Councilman Kopczynski. The motion carri <br />ORDINANCE AN ORDINANCE APPROVING A CONTRACT BETWEEN <br />THE BUREAU OF WATER OF THE CITY OF SOUTH <br />BEND, INDIANA, AND BADGER METER, INCORPORATED, <br />OF MILWAUKEE, WISCONSIN, FOR THE PURCHASE OF <br />CERTAIN WATER METERS IN THE TOTAL AMOUNT OF <br />$156,976.80. <br />This ordinance had first reading. Councilman Newburn made a motion to set the ordinance for publ <br />hearing and second reading on March 24, 1975, and also refer the ordinance to the Public Works <br />Committee, seconded by Councilman Taylor. The motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF <br />$35,900.00 FROM THE GENERAL PARK FUND TO <br />ACCOUNT #260.0, OTHER CONTRACTUAL SERVICES. <br />This ordinance had first reading. Councilman Taylor made a motion to set the ordinance for publi <br />hearing and second reading on March 24, 1975, seconded by Councilman Miller. The motion carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $100,000 FROM THE <br />FEDERAL ASSISTANCE GRANT COMMONLY REFERRED <br />TO AS GENERAL REVENUE SHARING, FOR VARIOUS <br />PUBLIC WORKS PROGRAMS, TO BE ADMINISTERED <br />BY THE CITY OF SOUTH BEND THROUGH ITS <br />DEPARTMENT OF PUBLIC WORKS. <br />This ordinance had first reading. Councilman Taylor made a motion to set the ordinance for publi <br />hearing and second reading on March 24, 1975, seconded by Councilman Kopczynski. The motion <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING $132,000 FROM THE <br />FEDERAL ASSISTANCE GRANT COMMONLY REFERRED <br />TO AS GENERAL REVENUE SHARING, FOR VARIOUS <br />HUMAN RESOURCE PROGRAMS, TO BE ADMINISTERED <br />BY THE CITY OF SOUTH BEND THROUGH ITS <br />DEPARTMENT OF HUMAN RESOURCES. <br />This ordinance had first reading. Councilman Kopczynski made a motion to set the ordinance for <br />public hearing and second reading on March 24, 1975, seconded by Councilman Taylor. The motion <br />carried. <br />ORDINANCE AN ORDINANCE APPROPRIATING THE SUM OF <br />$20,686.00 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND, COMMONLY REFERRED TO AS <br />GENERAL REVENUE SHARING, TO THE <br />FOLLOWING ACCOUNTS: ACCOUNT NO. 261.0, <br />"PROMOTIONAL EXPENSE" - $18,700.00; <br />520.0, "RENTS" - $1,136.00; AND 725.0, <br />"OFFICE EQUIPMENT" - $850.00, ALL <br />ACCOUNTS WITHIN THE CIVIC CENTER BUDGET, <br />PROGRAM F.A. 45, TO BE ADMINISTERED BY <br />THE CIVIC CENTER AUTHORITY. <br />This ordinance had first reading. Councilman Newburn made a motion to set the ordinance for <br />public hearing and second reading on March 24, 1975, and also refer the ordinance to the Human <br />Resources and Economic Development Committee, seconded by Councilman Taylor. The motion carried. <br />PRIVILEGE OF THE FLOOR <br />Council President Parent asked if anyone in the audience had any comments to make concerning the <br />appointments to be made to the Fair Campaign Practices Commission. He indicated that the appoint- <br />ments would be made at the meeting and he asked for the audience's comments at this time. Mrs. <br />Nancy Kommers, 314 E. Pokagon, President of the League of Women Voters, indicated that, after the <br />Council meeting when the first appointments were not accepted, it was apparent that the Common <br />Council was looking for volunteers. She stated that she had volunteered a member of the League o: <br />Women Voters and had submitted this person's name to the Mayor. She indicated that she had not <br />received a reply as yet. She felt there were civic groups in the community who had members who <br />could serve on the commission. Council President Parent indicated that quite a few persons had <br />also contacted him and he had referred these names to the Mayor. <br />UNFINISHED BUSINESS <br />Mrs. Irene K. Gammon, City Clerk, indicated that a printout of the city employees as requested <br />by Councilman Kopczynski had been received and filed in her office. Councilman Kopczynski asked <br />that the copy be forwarded to him. He then referred to his letter of February 14th concerning <br />the vendor printout which he had also requested. He stated that he had received no reply on the <br />vendor list despite several telephone calls. He read into the record a letter he had received <br />from Mr.`James Barcome, City Controller, prior to the meeting, as follows: <br />
