<br />IICOMMITTEE ON FINANCE MEETING (CONTINUED)
<br />Councilman Miller seconded the motion to amend. The motion carried. Mr. Walter Lantz, Deputy
<br />Controller, asked that the miscellaneous funds be read by major classification. Council President
<br />Nemeth stated that this could be done in the Council portion of the meeting if need be. Miss
<br />Virginia Guthrie, Consultant and member of the Board of Directors of the Civic Planning Associatio
<br />stated that, in 1973, there were 8 recruits; in 1974, there were 10 recruits. She indicated that
<br />the proposed number for 1975 had been 8 and this had been cut to 4. She wondered why the Council
<br />had not considered cutting the remaining 4 recruits to make a difference of $131,000. In the
<br />Police Department, there was an account for awards, refunds and indemnities in the amount of $6,00
<br />She stated that this was also covered in the Controller's Office at $25,000. Council President
<br />Nemeth explained that, regarding the recruits, the Council wanted to have at least four available
<br />in case there was an emergency. Miss Guthrie wondered about the differences between the recruits
<br />and the officers in training. It was indicated that the officers in training automatically go inti
<br />the pension. Councilman Miller talked about the possibility of having full retirement on the
<br />department. Miss Guthrie wondered about the reduction in the cadets to 24. Councilman Miller
<br />stated that another class had graduated and the number of cadets were not being replaced unless
<br />there were vacancies. Mr. James Barcome, City Controller, stated that the cadets do not go on to
<br />the Police Department if they do not meet the requirements. Miss Guthrie expressed thanks to the
<br />Council for its work in reducing the budget. She indicated that the Civic Planning Association wa;
<br />well aware of the difficult job the Council had done. Mrs. Janet Allen, 125 West Marion Street,
<br />wondered what had been cut from the animal control program. She wondered about the support of the
<br />vans next year. Council President Nemeth indicated that the program was to be funded by revenue
<br />sharing funds.
<br />(Councilman Serge made a motion that the budget ordinance be recommended favorably to the Council,
<br />as amended, seconded by Councilman Szymkowiak. The motion carried.
