REGULAR MEETING OCTOBER 24, 1983 SECTION 2. In order to encourage, induce and solicit such application by T. Brookss Brademas for such Industrial Revenue Bond issue relating to the acquisition and rehabilitation of such other acts as will facilitate the issuance of such Industrial Revenue Bonds by the City of South Bend, Indiana, to provide funds to be used toward the payment of the costs of acquiring such real estate and the rehabilitation of such Economic Development Facilities. SECTION 3. Any costs or expenses incurred in connection with the Center City Housing Project shall be included in the project costs and reimbursed from the proceeds of the Industrial Revenue Bonds to be issued with respect thereto. SECTION 4. That the liability and obligation of the South Bend Common Council and the City of South Bend, Indiana, shall be limited solely to the good faith efforts to consummate such proceedings and issue such Bonds, and neither the South Bend Common Council nor the City of South Bend, Indiana, or its officers or agents, shall incur any liability whatsoever if for any reason the proposed issuance of such Bonds is not consummated. Beck Member of the Common Council A public hearing was held on the resolution at this time. T. Brooks Brademas, 100 Center Complex, indicated there is a need for low and moderate income housing. He indicated he planned to acquire these two housing units and rehabilitate them. Council Member McGann made a motion to adopt this resolution, seconded by Council Member Szymkowiak. The resolution was adopted by a roll call vote of nine ayes. RESOLUTION A RESOLUTION OF THE COMMON COUNCIL AUTHORIZING THE CITY OF SOUTH BEND TO SUBMIT AN APPLICATION FOR AN URBAN DEVELOPMENT ACTION GRANT TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. Council Member Zielinski made a motion to strike this resolution, seconded by Council Member Taylor. The motion carried. BILLS, FIRST READING BILL NO. 119 -83 A BILL AMENDING CHAPTER 2 OF THE SOUTH BEND MUNICIPAL CODE, BY ADDING A NEW ARTICLE 13, ENTITLED ECONOMIC DEVELOPMENT TARGET AREAS. This bill had first reading. Council Member Serge made a motion to set this bill for public hearing and second reading November 14, and refer it to the Human Resources and Economic Development Committee, seconded by Council Member McGann. The motion carried. BILL NO. 120 -83 A BILL TRANSFERRING $6,433.00 AMONG VARIOUS ACCOUNTS, ALL ACCOUNTS BEING WITHIN THE DIVISION OF COMMUNITY DEVELOPMENT. This bill had first reading. Council Member Taylor made a motion to set this bill for public hearing and second reading November 14, seconded by Council Member Crone. The motion carried. BILL NO. 121 -83 A BILL APPROPRIATING INTEREST EARNED FROM THE PURCHASE OF CERTIFICATES OF DEPOSIT OUT OF THE PROCEEDS OF THE 1982 PARK DISTRICT BOND CONSTRUCTION FUND 50 IN THE AMOUNT OF $321,000.00. This bill had first reading. Council Member Serge made a motion to set this bill for public hearing and second reading November 14, seconded by Council Member Crone. The motion carried. UNFINISHED BUSINESS Reports from Area Plan Bill No. 99 -83 - Bendix and Cleveland Bill No. 102 -83 - Permitted Signs by Districts Bill No. 108 -83 - Linden and Mayflower Council Member McGann made a motion to set these bills for public hearing and second reading November 14, seconded by Council Member Zielinski. The motion carried. There being no further business to come before the Council, unfinished or new, Council Member McGann made a motion to adjourn, seconded by Council Member Crone.
