REGULAR MEETING JULY 11, 1983 <br />ORDINANCE NO. 7220 -83 AN ORDINANCE APPROVING A CONTRACT BETWEEN GEYER CONSTRUCTION <br />COMPANY AND THE BOARD OF WATER WORKS COMMISSIONERS IN THE <br />AMOUNT OF $48,998.88 FOR THE CONSTRUCTION OF THE EDISON FLOW <br />EQUALIZATION SEWER SYSTEM. <br />This bill had first reading. Council Member Taylor made a motion to suspend the <br />rules and have public hearing and second reading on this bilk., seconded by Council <br />Member Zielinski. The motion carried on a roll call vote of nine ayes. This being <br />the time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. John Leszczynski, Director of Public Works, <br />made the presentation for the bill. He indicated this appropriation would be used to <br />construct the Edison flow equalization sewer system. He indicated they were currently <br />having problems with sewer overflow, and designed modificiations to correct the problem. <br />Richard Heyde, 3404 Corby, spoke in favor of this bill. Council Member Taylor made a <br />motion to pass the bill, seconded by Council Member McGann. The bill passed by a <br />roll..;call vote of nine ayes. <br />BILL NO. 77 -83 A BILL APPROPRIATING $110,000.00 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND FOR THE ECONOMIC DEVELOPMENT CAPITAL FUND <br />TO BE ADMINISTERED THROUGH THE DIVISION OF COMMUNITY DEVELOPMENT. <br />This bill had first reading. Council Member Zielinski made a motion to set this bill <br />for public hearing and second reading July 25, and refer it to the Human Resources <br />Committee, seconded by Council Member Harris. The motion carried. <br />BILL NO. 78 -83 A BILL AUTHORIZING THE CITY OF SOUTH BEND TO ISSUE ITS "ECONOMIC <br />DEVELOPMENT REVENUE BONDS, SERIES 1983 (SYNTHETIC DIAMOND <br />TECHNOLOGY, INC. PROJECT)" AND APPROVING OTHER ACTIONS IN <br />RESPECT THERETO. <br />Council Member Taylor made a motion to strike this bill, seconded by Council Member <br />McGann. The motion carried. <br />ORDINANCE NO. 7221 -83 <br />AN ORDINANCE AUTHORIZING THE CITY OF SOUTH BEND TO ISSUE ITS <br />"ECONOMIC DEVELOPMENT REVENUE BONDS, SERIES 1983 (SYNTHETIC <br />DIAMOND TECHNOLOGY, INC. PROJECT) - AND APPROVING OTHER ACTIONS <br />IN RESPECT THERETO. <br />This bill had first reading. Council Member Taylor made a motion to suspend the <br />rules and have public hearing and second reading on this bill, seconded by Council <br />Member McGann. The motion carried on a roll call vote of nine ayes. This being the <br />timd'heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Ken Fedder, attorney for the Economic Development <br />Committee, made the presentation for the bill. He indicated that the Council had <br />passed an ordinance for this bond issue, however, it was necessary to pass a new <br />ordiannce because of a change in the legal name to Synthetic Diamond Technology. He <br />indicated all other financing arrangements remain the same. Council Member Taylor <br />made a motion to amend the bill on page 4, Section 6, by adding 96 %, seconded by <br />Council Member McGann. The motion carried. Council Member Zielinski made a motion <br />to pass the bill, as amended, seconded by Council Member Taylor. The bill passed on <br />a roll call vote of nine ayes. <br />There being no further business to come before the Council, unfinished or new, Council <br />Member McGann made a motion to adjourn, seconded by Council Member Crone.
