REGULAR MEETING MARCH 28 1983 <br />Council Member Taylor made a motion to adopt this resolution, seconded by Council <br />Member Harris. The resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 1038 -83 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, AUTHORIZING THE MAYOR TO SUBMIT TO THE INSTITUTE OF <br />MUSEUM SERVICES A GRANT APPLICATION FOR GENERAL OPERATING <br />SUPPORT MONIES FOR DISCOVERY HALL. <br />WHEREAS, the Mayor of the City of South Bend is the Chief Executive Officer of <br />the City, and is the Applicant for Institute of Museum Services funds for Discovery <br />Hall. <br />NOW, THEREFORE, BE IT RESOLVED, BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA. <br />SECTION I. That the Mayor of the City of South Bend is hereby authorized to <br />submit an application for $20,141, in General Operating Support funds which may be <br />used for most general operating expense items of the museum (including additional <br />staff personnel in Discovery Hall Museum). <br />SECTION II. That for every category established under this resolution the Mayor <br />shall submit to the Common Council a line item budget in Ordinance form prior to any <br />expenditures of any grant money received upon approval of the application. <br />SECTION III. That this Resolution shall be in full force and effect from and <br />after its adoption by the Common Council and approval by the Mayor. <br />/s/ Beverlie J. Gust Saros, Director of <br />Discovery Hall, indicated this grant would be used for general operating expense <br />items of the museum. Council Member Voorde made a motion to adopt this resolution, <br />seconded by Council Member Harris. The resolution was adopted by a roll call vote of <br />nine ayes. <br />BILL NO. 27 -83 <br />A BILL AUTHORIZING THE ASSIGNMENT OF THE INTERESTS OF DIXIE <br />DEVELOPMENT PARTNERSHIP, AN INDIANA PARTNERSHIP UNDER THE <br />$200,000.00 CITY OF SOUTH BEND, INDIANA, ECONOMIC DEVELOPMENT <br />REVENUE BOND (DIXIE DEVELOPMENT PARTNERSHIP PROJECT) TO <br />GRANNY FANNY'S, INC., AN INDIANA CORPORATION. <br />This bill had first reading. Council Member Taylor made a motion to set this bill <br />for public hearing and second reading April 11, 1983, seconded by Council Member <br />Crone. The motion carried. <br />BILL NO. 28 -83 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND AMENDING <br />CHAPTER 4, ARTICLE 4, SECTION 4 -51 COMMONLY KNOWN AS SCRAP <br />METAL DEALERS, JUNK DEALERS, RECYCLING OPERATIONS AND TRANSFER <br />STATIONS. <br />This bill had first reading. Council Member Voorde made a motion to set this bill <br />for public hearing and second reading April 11, 1983, and refer it to the Human Resources <br />and Economic Development Committee, seconded by Council Member Harris. The motion <br />carried. <br />BILL NO. 29 -83 A BILL APPROPRIATING $30,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND COMMONLY REFERRED TO AS GENERAL REVENUE SHARING <br />FOR THE 1983 SUMMER CLEAN -UP TO BE ADMINISTERED BY THE DEPARTMENT <br />OF CODE ENFORCEMENT OF THE CITY OF SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Taylor made a motion to set this bill <br />for public hearing and second reading April 11, 1983, and refer it tothe Neighborhood <br />Committee, seconded by Council Member Zielinski. The motion carried. <br />BILL NO. 30 -83 A BILL APPROPRIATING $25,000 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND COMMONLY REFERRED T AS GENERAL REVENUE SHARING <br />FOR HOWARD PARK SENIOR CITIZENS CENTER FOR 1983 TO BE ADMINIS <br />BY THE PARK DEPARTMENT OF TE CITY OF SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Taylor made a motion to set this bill <br />for public hearing and second reading April 11, 1983, and refer it to the Older Adults <br />Committee, seconded by Council Member Serge. The motion carried. <br />UNFINISHED BUSINESS <br />Council Member Voorde requested the Mayor's office issue a statement that would spell <br />out what can be expected this year regarding neighborhood clean -up programs. <br />PRIVILEGE OF FLOOR <br />Nancy Peterson, 52480 Laurel Road, asked for support for the elected school board <br />petition. She indicated they needed volunteers at the polls to get signatures on the <br />petitions. <br />
