J ?2 <br />REGULAR MEETING FEBRUARY 14, 1983 <br />A public hearing was held on the resolution at this time. Mr. Craig Easterday indicated <br />that South Bend Forge was now twenty employees above last year, and would like to <br />request tax abatement to continue expansion of South Bend Forge and the betterment of <br />South Bend. Mrs. Kathryn Brookins of 701 W. LaSalle asked questions about definite <br />numbers of employees. Mr. Easterday responded giving a low of 50 -60 during the Ford <br />downturn to a high of 145 as of February 14. Council Member Szymkowiak made a motion <br />to adopt this resolution, seconded by Council Member Taylor. The resolution was <br />adopted by a roll call vote of nine ayes. <br />RESOLUTION NO. 1027 -83 <br />A RESOLUTION OF THE COMMON COUNCIL AUTHORIZING THE MAYOR TO <br />SUBMIT AN APPLICATION FOR A GRANT FROM THE INDIANA ARTS <br />COMMISSION TO BE USED FOR A MARKETING SURVEY TO DETERMINE <br />HOW TO MAKE THE BEST POSSIBLE USE OF MORRIS CIVIC AUDITORIUM <br />WHEREAS, the City of South Bend has since 1959, run the Morris Civic Auditorium <br />to bring diverse types of entertainment to downtown South Bend; and <br />WHEREAS, the City of South Bend, acting through the Office of the Mayor, the <br />Common Council, and the Century Center Board of Managers, are attempting to increase <br />attendance at both Century Center and Morris Civic events by coordinating the activities <br />of the two; and the increased use of the Morris Civic Auditorium will result in increased <br />monies for the City of South Bend and will bring more people into downtown South <br />Bend; and <br />WHEREAS, the Mayor is chief executive officer of the City of South Bend and the <br />authorizing official for marketing grant from the Indiana Arts Commission, along with <br />the Century Center Board of Managers; and <br />WHEREAS, the City of South Bend along with the Century.Center Board of Managers <br />would like to study the best ways to increase the attendance at and the use of Morris <br />Civic Auditorium. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, as follows: <br />SECTION I. The Mayor has the authority to submit an application along with the <br />Century Center Board of Managers for a grant of $6,000 from the Indiana Arts Commission <br />for purpose of conducting a marketing study about the uses of the Morris Civic Auditorium. <br />SECTION II. The City Controller's Office shall be the administrative agency for <br />the program, should the funds be awarded. <br />SECTION III. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Beverlie J. Thomas Bodnar, Chief <br />Deputy City Attorney, stated there would be no direct cost for South Bend, and mentioned <br />that the Morris Civic Auditorium is an important step in rebuilding downtown; brings <br />new industries into the community, brings more people into downtown, and more ticket <br />sales are occurring. Patrick Martin, Director, Morris Civic spoke in favor of the <br />bill saying it would give local support for renovation of the auditorium and broader <br />uses of the Morris Civic. Council Member Szymkowiak made a motion to adopt this <br />resolution, seconded by Council Member Taylor. The resolution was adopted by a roll <br />call vote of nine ayes. <br />RESOLUTION NO. 1028 -83 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, URGING THE 103RD INDIANA <br />GENERAL ASSEMBLY TO AMEND THE INN - KEEPER TAX OF <br />ST. JOSEPH COUNTY BY ADOPTING HOUSE BILL 1516. <br />WHEREAS, the expanding convention and tourism activity in the South Bend area <br />imports more than thirty -seven (37) million dollars into the community's economy; and <br />WHEREAS, the five percent (5 %) St. Joseph County Hotel -Motel Tax generates approximat <br />$500,000 to $600,000 annually, and makes possible the financing of the Century Center <br />and its convention facilities, and also provides essential revenue to allow the community <br />to conduct an aggressive convention and tourism marketing programs; and <br />WHEREAS, the present state law requires hotels and motels to submit to the State <br />quarterly remittances of the designated taxes which in turn creates fiscal and budgeting <br />problems for our community by the unpredictable timing of the tax revenue being distribu <br />back to the County; and <br />WHEREAS, the Common Council of the City of South Bend believes that House Bill <br />1516 would correct this problem by requiring hotel -motel tax monies to be submitted <br />to the St. Joseph County Treasurer instead of the State Revenue Department, and charges <br />the Treasurer with the responsibility of its administration. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, as follows: <br />ply <br />
