Joseph Kernan, City Controller, <br />indicated this resolution is passed annually to authorize the investment of idle <br />funds. Council Member Crone made a motion to adopt this resolution, seconded by <br />Council Member Zielinski. The resolution was adopted by a roll call vote of eight <br />ayes. <br />BILLS, FIRST READING <br />BILL NO. 1 -83 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (3501 E. EDISON ROAD.) <br />This bill had first reading. Council Member Taylor made a motion to refer this bill <br />to Area Plan, seconded by Council Member Voorde. The motion carried. <br />BILL NO. 2 -83 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (1216 W. COLFAX.) <br />This bill had first reading. Council Member Voorde made a motion to refer this bill <br />to Area Plan, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 3 -83 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: PART OF <br />THE EAST WEST ALLEY FROM THE EAST RACE TO NILES AVENUE. <br />This bill had first reading. Council Member Taylor made a motion to set this bill <br />for public hearing and second reading January 24, and refer it to the Zoning and <br />Vacation Committee, seconded by Council Member Zielinski. The motion carried. <br />BILL NO. 4 -83 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE EAST - <br />WEST ALLEY BETWEEN LOTS 33 AND 34 OF THE ORIGINAL PLAT OF <br />THE TOWN (NOW CITY) OF SOUTH BEND. <br />This bill had first reading. Council Member Taylor made a motion to set this bill <br />for public hearing and second reading January 24, and refer it to the Zoning and <br />Vacation Committee, seconded by Council Member Crone. The motion carried. <br />BILL NO. 5 -83 <br />A BILL ESTABLISHING A NON - REVERTING "SELF- FUNDED EMPLOYEE <br />BENEFIT FUND." <br />This bill had first reading. Council Member Crone made a motion to set this bill for <br />public hearing and second reading January 24, and refer it to the Personnel and Finance <br />Committee, seconded by Council Member Taylor. The motion carried. <br />ORDINANCE NO. 7159 -83 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AMENDING ORDINANCE NO. 7005 -81 REGULATING <br />FEES CHARGED FOR CERTAIN PUBLIC WORKS TYPE LICENSES AND <br />PERMITS. <br />This bill had first reading. Council Member Voorde made a motion to suspend the <br />rules and have public hearing and second reading on this bill, seconded by Council <br />Member Crone. The motion carried on a roll call vote of eight ayes. This being the <br />time heretofore set for public hearing on the above bill, proponents and opponents <br />were given an opportunity to be heard. Kathy Barnard, Director of Code Enforcement, <br />made the presentation for the bill. She indicated this will provide a mechanism for <br />the on -going review of permit fees by the Department of Code Enforcement and the <br />Common Council. Council Member Voorde made a motion to pass this bill, seconded by <br />Council member Harris. The bill passed by a roll call vote of eight ayes. <br />UNFINISHED BUSINESS <br />Report from Area Plan - 615 W. Colfax - Bill No. 125 -83. Council Member Taylor made <br />a motion to refer this bill to the Zoning and Vacation Committee, seconded by Council <br />member Zielinski. The motion carried. <br />Council Member Taylor made a motion to strike the bills and resolutions on file with <br />the City Clerk and presented to the City Council this date, seconded by Council Member <br />Voorde.
