Beck Member of the-Common Council A public hearing was held on the resolution at this time. Joseph Kernan, City Controller, indicated this resolution is passed annually to authorize the investment of idle funds. Council Member Crone made a motion to adopt this resolution, seconded by Council Member Zielinski. The resolution was adopted by a roll call vote of eight ayes. BILLS, FIRST READING BILL NO. 1 -83 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) (3501 E. EDISON ROAD.) This bill had first reading. Council Member Taylor made a motion to refer this bill to Area Plan, seconded by Council Member Voorde. The motion carried. BILL NO. 2 -83 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (CHAPTER 21, MUNICIPAL CODE) (1216 W. COLFAX.) This bill had first reading. Council Member Voorde made a motion to refer this bill to Area Plan, seconded by Council Member Taylor. The motion carried. BILL NO. 3 -83 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: PART OF THE EAST WEST ALLEY FROM THE EAST RACE TO NILES AVENUE. This bill had first reading. Council Member Taylor made a motion to set this bill for public hearing and second reading January 24, and refer it to the Zoning and Vacation Committee, seconded by Council Member Zielinski. The motion carried. BILL NO. 4 -83 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE EAST - WEST ALLEY BETWEEN LOTS 33 AND 34 OF THE ORIGINAL PLAT OF THE TOWN (NOW CITY) OF SOUTH BEND. This bill had first reading. Council Member Taylor made a motion to set this bill for public hearing and second reading January 24, and refer it to the Zoning and Vacation Committee, seconded by Council Member Crone. The motion carried. BILL NO. 5 -83 A BILL ESTABLISHING A NON - REVERTING "SELF- FUNDED EMPLOYEE BENEFIT FUND." This bill had first reading. Council Member Crone made a motion to set this bill for public hearing and second reading January 24, and refer it to the Personnel and Finance Committee, seconded by Council Member Taylor. The motion carried. ORDINANCE NO. 7159 -83 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING ORDINANCE NO. 7005 -81 REGULATING FEES CHARGED FOR CERTAIN PUBLIC WORKS TYPE LICENSES AND PERMITS. This bill had first reading. Council Member Voorde made a motion to suspend the rules and have public hearing and second reading on this bill, seconded by Council Member Crone. The motion carried on a roll call vote of eight ayes. This being the time heretofore set for public hearing on the above bill, proponents and opponents were given an opportunity to be heard. Kathy Barnard, Director of Code Enforcement, made the presentation for the bill. She indicated this will provide a mechanism for the on -going review of permit fees by the Department of Code Enforcement and the Common Council. Council Member Voorde made a motion to pass this bill, seconded by Council member Harris. The bill passed by a roll call vote of eight ayes. UNFINISHED BUSINESS Report from Area Plan - 615 W. Colfax - Bill No. 125 -83. Council Member Taylor made a motion to refer this bill to the Zoning and Vacation Committee, seconded by Council member Zielinski. The motion carried. Council Member Taylor made a motion to strike the bills and resolutions on file with the City Clerk and presented to the City Council this date, seconded by Council Member Voorde. The motion carried, and the following bills and resolutions were stricken:
