I? <br />REGULAR MEETING APRIL 13, 1981 <br />WHEREAS, the Common Council recognizes the many contributions made by the Indiana <br />Academy in the Public Service, Inc., through its conferences and publications; and <br />WHEREAS, the Common Council further recognizes the many years of dedicated service <br />which this Academy has devoted to Indiana's elected public officials at the town, <br />city, county and state levels; and <br />WHEREAS, the Common Council of the City of South Bend, Indiana, believes that <br />the Indiana Academy in the Public Service, Inc., is entitled to funding from the <br />state because of its very productive and worthwhile programs which have been dedicated <br />to improving the quality of public service in the State of Indiana. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. The Common Council of the City of South Bend, Indiana urges the <br />Indiana State Legislature to include two annual. approporiations of $125,000.00 for <br />the Indiana Academy in the Public Service, Inc. <br />SECTION II: The Common Council specifically requests Senator Borst of the Senate <br />Finance Committee and Representative Long of the House Finance Committee to vigorously <br />work toward including the requested annual appropriation of $125,000.00 for the Academy <br />in House Bill 2017 when it is sent to a Conference Committee. <br />SECTION III: The Common Council of the City of South Bend, Indiana believes <br />that the hard work and dedication of the Indiana Academy in the Public Service, Inc. <br />through its many conferences and publications over the past several years warrant <br />that it be funded by the State of Indiana in the requested amount. <br />SECTION IV: The Common Council requests the City Clerk to send a copy of this <br />Resolution to Senator Borst and Representative Long for their consideration. <br />SECTION V. This Resolution shall be in full force and effect from and after its <br />adoption by the Common Council and approval by the Mayor. <br />/s/ John Voorde <br />Member of the Common Council <br />A public hearing was held on the resolution at this time. Council Member Voorde <br />indicated the Council had received correspondence from the Director of the Academy in <br />the Public Service, requesting them to contact the General Assembly to try to save <br />the appropriation that allows the Academy to conduct their activities. He indicated <br />that a copy of this resolution should be sent to Senator Borst and Representative <br />Long. Council Member Voorde made a motion to adopt this resolution, seconded by <br />Council Member Kopczynski. The resolution was adopted by a roll call vote of eight <br />ayes and one nay (Council Member Taylor.) <br />BILLS, FIRST READING` <br />BILL NO. 33 -81 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (605 PORTAGE.) <br />This bill had first reading. Council Member Serge made a motion to refer this bill <br />to Area Plan, seconded by Council Member Dombrowski. The motion carried. <br />BILL NO. 34 -81 A BILL AMENDING ORDINANCE NO. 4990 -68, AS AMENDED, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, <br />INDIANA (CHAPTER 21, MUNICIPAL CODE) (TOWN TOWER MOTEL.) <br />This bill had first reading. Council Member Beck made a motion to refer this bill to <br />Area Plan, seconded by Council Member Dombrowski. The motion carried. <br />BILL NO. 35 -81 A BILL APPROVING THE FORM AND TERMS OF A LOAN AGREEMENT AND <br />TRUST INDENTURE, REAL ESTATE MORTGAGE AND INDUSTRIAL DEVELOPMENT <br />REVENUE BOND, AND AUTHORIZING THE EXECUTION THEREOF PERTAINING <br />TO THE WILLIAM R. DOBSLAW AND HEIKE DOBSLAW PROJECT AND <br />APPROVING RESOLUTION NO. 3 -81 OF THE SOUTH BEND ECONOMIC <br />DEVELOPMENT COMMISSION. <br />This bill had first reading. Council Member Taylor made a motion to set this bill <br />for public hearing and second reading April 28, seconded by Council Member Dombrowski. <br />The motion carried. <br />BILL NO. 36 -81 A BILL APPROPRIATING $9,500 FROM THE COMMUNITY DEVELOPMENT <br />BLOCK GRANT FUND FOR THE SUPPORT OF A NEIGHBORHOOD CLEAN -UP <br />CREW TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE NEIGHBORHOOD <br />CODE ENFORCEMENT OFFICE. <br />This bill had first reading. Council Member Beck made a motion to set this bill for <br />public hearing and second reading April 28, seconded by Council Member Dombrowski. <br />The motion carried. <br />
