REGULAR MEETING APRIL 13, 1981 <br />A public hearing was held on the resolutions at this time. Joseph Kernan, City Controller, <br />indicated that the City had received offers to purchase these properties at less than <br />the appraised value. He indicated that the Board would like to have these properties <br />back on the tax rolls. Council Member Serge made a motion to adopt Resolution No. <br />876 -81, seconded by Council Member Dombrowski. The resolution as adopted by a roll <br />call vote of nine ayes. Council Member Dombrowski made a motion to adopt Resolution <br />No. 877 -81, seconded by Council Member Crone. The resolution was adopted by a roll <br />call vote of nine ayes. <br />RESOLUTION NO. 878 -81 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE SOUTH BEND, IND- <br />IANA, AUTHORIZING THE MAYOR TO SUBMIT A GRANT APPLICATION <br />FOR FUNDING OF THE "RUNAWAY SHELTER" FOR THE YEAR 1981 -82. <br />WHEREAS, the Mayor of the City of South Bend is the Chief Executive Officer of <br />the City, and, therefore, is the Applicant for a grant for "The Runaway Shelter." <br />NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of South <br />Bend, Indiana: <br />SECTION I. Hereby established the authority of the Mayor of the City of South <br />Bend to submit an application for operation funds in the amount of $63,821. <br />SECTION II. The Director of Youth Service Bureau will be designated the Admini- <br />strative Agent for this project. For every category established under this Resol- <br />ution, Director of the Youth Service Bureau shall submit to the Common Council a line <br />item budget prior to the expenditures of any grant money received upon approval of <br />this application. <br />SECTION III. This resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Lewis A. Bonnie Strycker, Director <br />of the Youth Service Bureau, indicated that the Shelter has been funded by the Run- <br />away Youth Act since 1976. She indicated thata 10% in -kind match is required with <br />this grant. Council Member Szymkowiak made a motion to adopt this resolution, seconded <br />by Council Member Dombrowski. The resolution was adopted by a roll call vote of nine <br />ayes. <br />RESOLUTION NO. 879 -81 <br />A RESOLUTION DECLARING THE GENERAL ATTITUDES AND INTENTIONS <br />OF THE COMMON COUNCIL AND THE REDEVELOPMENT COMMISSION OF <br />THE CITY OF SOUTH BEND RELATING TO THE GRANTING OF TAX ABATE- <br />MENT PER I.C. 6.1.1 -12.1 AND THE DESIGNATION OF THE ABATE- <br />MENT IMPACT AREAS. <br />WHEREAS, the City Council and Redevelopment Commissioners recognize that there <br />are certain areas within the City which are blighted and non - productive with regard <br />to their contribution to this community's tax base and employment opportunities; and <br />WHEREAS, the Council and Redevelopment Commission pledge to consider the grant- <br />ing of tax abatement to any property owners proposing a development which meets the <br />goals and objectives of the Council and Commission. The Council and Commission shall <br />not favorably consider projects which do not contribute to the public utility or <br />public benefit of the area. <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend: <br />SECTION I. That the Areas which are currently recognized to be categorized <br />within the framework described herein are as follows: <br />Monroe - Sample Area <br />R -66 Modifier Area <br />Studebaker Corridor Area <br />South Michigan /Main Corridor <br />area <br />Indiana Avenue Area <br />West Washington Area <br />Area Western Avenue Corridor <br />said areas designated as tax abatement impact areas, per the map and legal descrip- <br />tions attached as Exhibits "A" and "B ", respectively. <br />SECTION II. That any property owner wishing to secure tax abatement within <br />these areas shall file the proper petition with the City Clerk. All such petitions <br />shall be reviewed by the Common Council and Redevelopment Commission in conjunction <br />with current statutes and ordinances. <br />SECTION III. That this Resolution shall be in full force and effect from and <br />after its adoption by the Common Council and approval by the Mayor until March 1, <br />1986, at which time the Common Council and Redevelopment Commission shall review the <br />appropriateness of this declaration. <br />/s/ Lewis A.
