W <br />REGULAR MEETING JANUARY 12, 1981 <br />COMMITTEE OF THE WHOLE <br />BILL NO. 1 -81 <br />A BILL OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING <br />THE ISSUANCE AND SALE OF BONDS OF SAID CITY IN ORDER <br />TO PROVIDE FUNDS FOR VARIOUS PURPOSES, <br />This being the time heretofore set for public hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. Joseph Kernan, City Controller, made the <br />presentation for the bill. He indicated this bill authorizes the City to sell general <br />obligation bonds. He indicated these bonds will finance critical needs for public safety. <br />Police Chief Thompson, explained the department's need for motor equipment, radio equip- <br />ment, and replacement of guns for the entire Police Department. Sean Watt, Director of <br />Transportation explained the needs of the Municipal Services Facility. John Leszczynski <br />explained items needed.for the Street Department and.Bureau of Traffic and Lighting. Fire <br />Chief Brassell explained items needed by his department. Leslie Doty, 3502 Lincolnway <br />West, spoke against this bill. Michael Waite 1235 Vassar, spoke against this bill. Counci <br />Member Taylor indicated he supported this bond issue. Council Member Crone questioned why <br />the amount to be spent for each item was not included in the bill. City Attorney Rich <br />Hill explained that specific sums are not included in the bill so the City can have <br />flexability, when it comes to accepting bids. Council President McGann asked about the <br />reduction in the Park Bond. Joseph Kernan, indicated the 2.3 million cut was due to con - <br />cerns expressed by citizens. Council Member Kopcyznski made a motion to recommend this <br />bill to the Council favorable, seconded by Council Member Taylor. The motion carried <br />on a roll call vote of five ayes and four nays (Council Member Crone, Dombrowski, Voorde <br />and McGann.) <br />Council Member Taylor made a motion to reconsider Bill No. 143 -80, seconded by Council <br />Member Beck. The motion carried. Council Member McGann made a motion to strike any <br />reference to South Bend Community School Corporation and insert Penn - Harris- =Madison <br />School Corporation, seconded by Council Member Kopcyynski.. The motion carried. <br />There being no further business to come before the Committee of the Whole, Council Member <br />Taylor made a motion to rise and report to the Council and recess, seconded by Council <br />Member Dombrowski. Council Member Taylor made a motion to pass this bill, <br />seconded by Council Member Kopcyynski. The bill passed by a roll call vote of nine ayes. <br />ORDINANCE NO. 6876 -81 AN ORDINANCE APPROVING THE FORM AND TERMS OF LOAN <br />AGREEMENT, INDENTURE OF TRUST, AND ECONOMIC DEVELOP- <br />MENT REVENUE BONDS, AND AUTHORIZING THE EXECUTION <br />THEREOF, AND APPROVING RESOLUTION OF THE SOUTH BEND <br />ECONOMIC DEVELOPMENT COMMISSION RELATING TO CIRA'S <br />TIMBERLINE,'• -INC. PROJECT. <br />This bill had second reading. Council Member Taylor made a- motion to amend this bill, as <br />amended in the Committee of the Whole, seconded by Council Member Kopcyznski. The motion <br />carried. Council Member Taylor made a motion to pass the bill, as amended, seconded by <br />Council Member Crone. The bill passed by a roll call vote of nine ayes. <br />ORDINANCE NO. 6877 -81 <br />AN ORDINANCE APPROPRIATING $200,000.00 FROM THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUND FOR THE ESTABLISHMENT OF A <br />LOW- INTEREST LOAN FUND FOR COMMERCIAL AND RESIDENTIAL <br />REHABILITATION TO BE ADMINISTERED BY THE CITY OF SOUTH <br />BEND THROUGH ITS DIVISION OF COMMUNITY,DEVELOPMENT. <br />This bill had second reading. Council Member Serge made a motion to pass this bill, second id <br />by CouncilMember Szymkowiak. The bill passed by a roll call vote of eight ayes and one nay <br />(Council Member Voorde.) <br />
