Council Member Barcome introduced Tony Scott, 214 N. Sadie, president of People <br />E United Against Drugs. Mr. Scot indicated there would be a conference at the Century <br />Center. He indicated that the drug problem in South Bend is extremely bad. He <br />indicated he felt that the Common Council should take a stand, since none of our <br />children were immune from exposure to drugs. Council Member Barcome indicated it <br />was an honor for the Common Council to help in this effort. He read the following <br />resolution: <br />RESOLUTION NO. 1430 -86 COMMON COUNCIL STATEMENT ON DRUG AND YOUTH <br />WHEREAS, the Common Council for the City of South Bend, Indiana is concerned <br />about all youth and the prevalence of unlawful drug usage on the National, State, <br />and Local levels; and <br />WHEREAS, the Common Council for the city of South Bend, Indiana is concerned <br />about the future of the youth of the youth of South Bend and the harmful effects of <br />drug misuse; and <br />WHEREAS, the Common Council encourages any and all residents of the City of <br />South Bend to fight against drug abuse among the youth in our community; and <br />WHEREAS, the Common Council believes that the youth of South Bend will be better <br />served by assuring that unlawful drugs will not be prevalent within the City of <br />South Bend; and <br />IT IS HEREBY RESOLVED AS FOLLOWS: <br />1. That the Common Council for the City of South Bend is against any unlawful <br />drug use by its residents and particularly its youth. <br />2. That the South Bend Common Council hereby encourages all residents to be <br />concerned about educating our youth about the dangers of drug misuse. <br />3. That the South Bend Common Council commends and supports People United <br />Against Drugs, which is an organization directing its attention to educating youth <br />about he use and misuse of unlawful drugs, for sponsoring programs designed to <br />further instruct youth against using unlawful drugs and encourage youth to stay away <br />from unlawful drugs. <br />The undersigned members of the South Bend Common Council agree with the <br />statement above: <br />/s/ Joseph T. Barcome <br />Member of the Common Council <br />/s/ Al Paszek <br />Member of the Common Council <br />/s/ John Voorde <br />Member of the Common Council <br />Council Member Barcome made a motion to adopt this resolution, seconded by Council <br />Member Braboy. The resolution was adopted by a roll call vote of nine ayes. <br />Mary Ellen Guenert, 3510 Corby, asked if any action had been taken regarding a <br />request that Mr. Staley apologize for remarks he made against Catholics. <br />Joseph Guenert, 3510 Corby, indicated that people cannot understand why the mayor is <br />pursing the stadium with such vigor. He indicated there was a finders fee of <br />$10,000 in the lease purchase arrangement for the stadium. <br />There being no further business to come before the Council, unfinished or new, <br />Council Member Barcome made a motion to adjourn, seconded by Council Member Taylor. <br />The motion carried and the meeting was adjourned at 8:55 p.m. <br />ATTEST: <br />City Clerk <br />APPROVED: <br />esident <br />
