<br /> <br /> <br />INTER-OFFICE MEMORANDUM <br /> <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br /> <br /> <br />TO: Hillary Horvath, Clerk <br />Board of Public Works <br />FROM: Patrick Sherman: Director of Project Management <br />SUBJECT: Main St Housing Parking Garage and Podium CMc selection and Pre- <br />construction contract. <br />DATE: April 23rd, 2026 <br />Greetings, <br /> <br />The City, with a cross functional team, has selected Garmong as the winning proposal of the <br />four proposals that were received on March 10th following a RFP process for the above project. <br /> <br />This action approves execution of an AIA Document A133-2019 Construction Manager as <br />Constructor agreement between the City of South Bend and C.H. Garmong & Son, Inc. for <br />preconstruction and construction services associated with the Morris Performing Arts Center <br />Parking Garage project. The agreement establishes a cost-of-the-work plus fee structure with a <br />Guaranteed Maximum Price to be set later by amendment, authorizes the Construction <br />Manager to provide preconstruction services for a lump sum of $15,000, and sets the <br />Construction Manager’s fee at 2.75% of the cost of the work during construction. <br /> <br />The contract incorporates standard AIA general conditions, requires competitive bidding in <br />compliance with governing law, includes bonding and insurance requirements, and allows the <br />City to proceed toward final design, cost development, and eventual construction of a 473- <br />space parking garage and associated podium structure. <br /> <br />Thank you and please let me know if you have any questions. <br /> <br />Patrick Sherman <br /> <br /> <br />
