Page 1 of 1 <br />INTER-OFFICE MEMORANDUM <br /> DEPARTMENT OF PUBLIC WORKS <br /> DIVISION OF ENGINEERING <br />TO: Hillary Horvath, Clerk <br />Board of Public Works <br />FROM: Zach Hurst, PE, Sr. Project Engineer <br />SUBJECT: Change Order No. 1 - Project No. 123-074 <br />Madison Lifestyle District – New Parking Garage – CMc <br />DATE: 04/23/2026 <br />At the March 24th Board of Public Works meeting, the Board approved a Request to Advertise <br />for the new Madison Street Water Main, between Main Street and Dr. Martin Luther King, Jr. <br />Boulevard. The new 12-inch water main will serve both Phase I and Phase II of the Madison <br />Lifestyle District development, currently in the initial stages of construction. <br />When working through the site logistics required to construct this new water main, it became <br />apparent that this work should instead be a part of FA Wilhelm’s Construction Manager contract <br />with the City to build the new seven level parking garage which will serve the new multi-family <br />housing and hotel to be built during Phase I of the development. <br />The attached site diagram shows the logistical challenges presented by this water main project. <br />The water main installation will require open-cutting of Madison Street for the entire length, all <br />while construction personnel for the new parking garage will be trying to cross back and forth <br />between the construction area and the staging/laydown area. <br />Change-ordering this work into Wilhelm’s contract allows them to have control over all <br />personnel in the fenced area, greatly improving site safety. The City wants to avoid having two <br />general contractors try to occupy the same area. <br />Indiana Earth, the sitework contractor for the parking garage, would perform this work as a <br />subcontractor to Wilhelm. They have submitted a price of $575,176 which is below the $750,000 <br />amount allocated for this work. <br />Also included in the Change Order will be a $525,000 Owner’s Contingency to address <br />unforeseen items uncovered during the demolition of the existing parking lot. This item was <br />overlooked during the execution of Amendment 1 for the early release work. <br />April 28, 2026
