REGULAR_ MEETING <br />!! This bill had second reading. Council Member Serge made a motion to pass the bill, <br />seconded by Council Member Zakrzewski. The bill passed by a roll call vote of nine <br />ayes. <br />ORDINANCE NO. 7631 -86 AN ORDINANCE AMENDING CHAPTER 6 OF THE SOUTH BEND <br />MUNICIPAL CODE ENTITLED BUILDING. <br />This bill had second reading. Council Member Puzzello made a motion to pass the <br />bill, seconded by Council Member Braboy. The bill passed by a roll call vote of <br />nine ayes. <br />ORDINANCE NO. 7632 -86 AN ORDINANCE APPROPRIATING $5,500.00 FROM THE MORRIS <br />CIVIC AUDITORIUM IMPROVEMENT FUND. <br />This bill had second reading. Council Member Serge made a motion to pass the bill, <br />seconded by Council Member Zakrzewski. The bill passed by a roll call vote of nine <br />ayes. <br />ORDINANCE NO. 7633 -86 AN ORDINANCE APPROPRIATING $67,000.00 FROM THE LOCAL <br />EQUAL HOUSING OPPORTUNITY FUND TO BE ADMINISTERED BY <br />THE CITY OF SOUTH BEND THROUGH ITS HUMAN RIGHTS <br />COMMISSION AND DEPARTMENT OF ECONOMIC DEVELOPMENT. <br />This bill had second reading. Council Member Serge made a motion to pass the bill, <br />seconded by Council Member Braboy. The bill passed by a roll call vote of nine <br />ayes. <br />RESOLUTIONS <br />RESOLUTION NO. 1411 -86 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND URGING THE RETENTION OF THE GENERAL REVENUE <br />SHARING PROGRAM. <br />WHEREAS, the Common Council of the City of South Bend, Indiana, notes that on <br />February 27, 1986, the Mayors from New Orleans, New York, and San Antonio testified <br />before the House Budget Committee to appeal for the retention of the General Revenue <br />Sharing Program; and <br />WHEREAS, the Council agrees with Representative Ted Weiss, Chairman of the <br />Intergovernmental Relations Sub - Committee and House Government Operations Committee <br />who stated that "if revenue sharing is to be saved, it will be because of work on <br />the local level "; and <br />WHEREAS, as of March 15, 1986, the "Congressional Box Score" on the extension of <br />Revenue Sharing was: <br />In the House - 178 for; 85 against; 172 uncommitted <br />In the Senate - 36 for; 26 against; 38 uncommitted; and <br />WHEREAS, the Common Council recognizes that the United States Conference of <br />Mayors, the National Association of Counties, and the Indiana Association of Cities <br />and Towns are some of the many organizations supporting the retention of the General <br />Revenue Sharing Program. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />SECTION I. The Common Council of the City of South Bend, Indiana, officially <br />petitions the United States House of Representatives and the United States Senate to <br />extend the General Revenue Sharing Program. <br />SECTION II. The Common Council support the bipartisan activities of the <br />"National Coalition to Save General Revenue Sharing" chaired by United States <br />Conference of Mayors President Ernest Morial. <br />SECTION III. The Council urges its elected Federal public officials to vote <br />"YES" on the retention of the General Revenue Sharing Program and directs the City <br />Clerk to send a copy of this Resolution to: <br />President Ronald Reagan <br />1600 Pennsylvania Avenue, NW <br />Washington, D.C. 20500 <br />Senator Dan Quayle <br />524 Hart Building <br />Washington, D.C. 20510 <br />Senator Richard Lugar <br />306 Hart Building <br />
