RESOLUTION NO. 1410 -86 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AUTHORIZING THE MAYOR TO SUBMIT AN <br />APPLICATION TO THE INDIANA DEPARTMENT OF COMMERCE FOR <br />THE STATE INVESTMENT INCENTIVE PROGRAM FUND. <br />WHEREAS, the City of South Bend is dedicated to pursuing economic development <br />through promoting growth of businesses which stimulate the local economy and thereby <br />benefit the people of South Bend as a whole; and <br />WHEREAS, the Container Services Corporation project will benefit the local <br />economy, specifically by creating new manufacturing jobs and new construction jobs, <br />by generating new taxes on real and personal property, by utilizing vacant land, and <br />by contributing to the construction of a new building and infrastructure development <br />in the South Bend community; and <br />WHEREAS, the location of Container Services Corporation, a new manufacturing <br />industry, into the South Bend area fits into our overall development concept as it <br />will contribute to the restoration and diversification of our industrial base; and <br />WHEREAS,the receipt of a State Investment Grant will enable the City of South <br />Bend to finance a portion of the production equipment costs necessary to allow <br />Container Services Corporation to commence operations at their newly constructed <br />manufacturing facility in the Airport Industrial Park. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA: <br />SECTION I. Hereby establishes the authority of the Mayor of the City OF South <br />Bend to submit an State Investment Grant application to the Indiana Department of <br />Commerce for the Container Services Corporation industrial project. <br />SECTION II. This resolution shall be in full force and effect immediately upon <br />passage by the Common Council of the City of South Bend, Indiana, and approval by <br />the Mayor. <br />/s/ Beverlie J. Jon Hunt, Director of <br />Economic Development, indicated the City has already received tentative approval for <br />the two grants, however, formal applications are necessary before the final <br />agreements can be put in place. He indicated that Container Services is relocating <br />its corrugated container manufacturing operation to the Airport Industrial Park. He <br />indicated approximately 40 new jobs will be created, and they have a five year <br />projection of 90 employees. He indicated that the majority of the project will be <br />financed through revenue bonds. He indicated that the grant will be matched locally <br />by a local development agency and will not involve local tax dollars. Council <br />Member Zakrzewski made a motion to adopt Resolution No. 1409 -86, seconded by Council <br />Member Barcome. The resolution was adopted by a roll call vote of nine ayes. <br />BILLS, FIRST READING <br />BILL NO. 36 -86 A BILL TO VACATE THE FOLLOWING DESCRIBED PROPERTY: THE 1ST <br />NORTH -SOUTH ALLEY EAST OF EDDY STREET RUNNING SOUTH FROM WAYNE <br />STREET TO THE 1ST INTERSECTING EAST -WEST ALLEY FOR A DISTANCE OF <br />123 FEET ALL BEING IN THE SUNNYMEDE 1ST ADDITION TO THE CITY OF <br />SOUTH BEND, ST. JOSEPH COUNTY, INDIANA. <br />This bill had first reading. Council Member Voorde made a motion to set this bill <br />for second reading and public hearing April 14, 1986, and refer it to the Zoning and <br />Vacation Committee, seconded by Council Member Zakrzewski. The motion carried. <br />BILL NO. 37 -86 A BILL AMENDING CHAPTER 6 OF THE SOUTH BEND MUNICIPAL CODE <br />ENTITLED BUILDING. <br />This bill had first reading. Council Member Puzzello made a motion to set this bill <br />for second reading and public hearing April 14, 1986, seconded by Council Member <br />Taylor. The motion carried. <br />BILL NO. 38 -86 A BILL AMENDING CHAPTER 21 OF THE SOUTH BEND MUNICIPAL CODE <br />ENTITLED ZONING. <br />This bill had first reading. Council Member Puzzello made a motion to refer this <br />bill to Area Plan, seconded by Council Member Taylor. The motion carried. <br />BILL NO. 39 -86 A BILL APPROPRIATING $5,500.00 FROM THE MORRIS CIVIC AUDITORIUM <br />IMPROVEMENT FUND. <br />This bill had first reading. Council Member Puzzello made a motion to set this bill <br />for second reading and public hearing April 14, 1986, and refer it to the Personnel <br />and Finance Committee, seconded by Council Member Taylor. The motion carried. <br />
