v- - REGULAR- MEETING- <br />WHEREAS, the Common Council has supported previous activities in the downtown <br />area and believes that the Indiana Main Street Program, through its four point <br />approach of organization, promotion, design and economic restructuring, will provide <br />valuable assistance in the revitalization of downtown South Bend, and therefore, <br />recommends approval of the Center City Associates, Inc. application. <br />NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of South Bend <br />as follows: <br />SECTION I. The South Bend Common Council recommends that the application for <br />selection as a Partner in the Indiana Main Street Program to be filed by Center City <br />Associates, Inc., be approved by the Indiana Department of Commerce. <br />SECTION II. The Council believes that continued revitalization of South Bend's <br />downtown area is an important project and participation in this program will be <br />beneficial to the citizens of South Bend. <br />SECTION III. This Resolution shall be in full force and effect from and after <br />its adoption by the Common Council and approval by the Mayor. <br />/s/ Beverlie J. Ann Kolata Deputy <br />Director of Redevelopment, indicated that five cities will be selected by the <br />Department of Commerce to be partners in the program. She indicated the Main Street <br />Program uses a four point approach to enccge economic development in downtown <br />areas; organization, promotion, design &-5d� economic restructuring. She indicated <br />that Center City's efforts will be greatly enhanced if South Bend is designated a <br />partner in this program. Council Member Zakrzewski made a motion to adopt this <br />resolution, seconded by Council Member Barcome. The resolution was adopted by a <br />roll call vote of seven ayes. <br />BILLS, FIRST READING <br />BILL NO. 24 -86 A BILL AUTHORIZING ASSIGNMENT OF THE STC RECYCLING, INC. PROJECT <br />SERIES B ECONOMIC DEVELOPMENT REVENUE BONDS OF THE CITY OF SOUTH <br />BEND, INDIANA, TO BOLIDEN METECH, INC. <br />This bill had first reading. Council Member Puzzello made a motion to set this bill <br />for public hearing and second reading March 24, seconded by Council Member Taylor. <br />The motion carried. <br />BILL NO. 25 -86 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT 4000 <br />S. GERTRUDE STREET IN THE CITY OF SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Taylor made a motion to refer this bill <br />to Area Plan, seconded by Council Member Puzzello. The motion carried. <br />BILL NO. 26 -86 A BILL APPROPRIATING $850,000.00 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND COMMONLY REFERRED TO AS THE GENERAL REVENUE SHARING <br />TRUST FUND FOR THE 1986 ALLEY AND PAVING PROGRAM. <br />This bill had first reading. Council Member Taylor made a motion to set this bill <br />for second reading and public hearing March 24, and refer it to the Public Works <br />Committee, seconded by Council Member Voorde. The motion carried. <br />BILL NO. 27 -86 A BILL APPROPRIATING $127,044.00 FROM THE FEDERAL ASSISTANCE <br />GRANT FUND COMMONLY REFERRED TO AS THE GENERAL REVENUE SHARING <br />TRUST FUND FOR THE PURCHASE OF CITY VEHICLES WITHIN THE <br />DEPARTMENTS OF NEIGHBORHOOD CODE ENFORCEMENT, WEIGHTS & MEASURES, <br />ENGINEERING, COMMUNICATIONS AND TRAFFIC & LIGHTING. <br />This bill had first reading. Council Member Puzzello made a motion to set this bill <br />for second reading and public hearing March 24, and refer it to the Personnel and <br />Finance Committee, seconded by Council Member Taylor. Council Member Taylor made a motion to set this bill <br />for second reading and public hearing March 24, and refer it to the Personnel and <br />Finance Committee, seconded by Council Member Puzzello. The motion carried. <br />BILL NO. 29 -86 A BILL AMENDING ORDINANCE NO. 7357 -84 TO PROVIDE A SALARY FOR A <br />POLICE ARMORER POSITION FOR THE POLICE DEPARTMENT FOR CALENDAR <br />YEAR,1986. <br />This bill had first reading. Council Member Taylor made a motion to set this bill <br />for second reading and public hearing March 24, and refer it to the Personnel and <br />Finance Committee, seconded by Council Member Voorde.
