Council Member Barcome <br />made a motion to accept the substitute resolution on file with the City Clerk, <br />seconded by Council Member Braboy. The motion carried. Kathy Cekanski- Farrand, <br />Council attorney, indicated that the City received a memorandum from the State Board <br />of Tax Commissioners advising all communities that all areas previously designated <br />as Urban Development Areas must be redesignated as Economic Revitalization Areas by <br />March 1, 1986. She indicated this resolution is the first step of that process, and <br />the confirming resolution will be hard at the February 24 meeting. Council Member <br />Serge made a motion to adopt this resolution, seconded by Council Member <br />Zakrzewski. The resolution was adopted by a roll call vote of nine ayes. <br />RESOLUTION A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND VOTING IN <br />FAVOR OF A PROPOSED ORDINANCE OF THE ST. JOSEPH COUNTY INCOME TAX <br />COUNCIL IMPOSING THE COUNTY OPTION INCOME TAX IN ST. JOSEPH COUNTY. <br />RESOLUTION A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND VOTING IN <br />FAVOR OF A PROPOSED ORDINANCE OF THE ST. JOSEPH COUNTY INCOME TAX <br />COUNCIL INCREASING THE PERCENTAGE CREDIT ALLOWED FOR HOMESTEADS. <br />Council Member Taylor indicated that since there was not support from the County or <br />Mishawaka to pass this tax South Bend's passage would be an exercise in futility. <br />He made a motion to strike these resolutions, seconded by Council Member Puzzello. <br />The motion carried on a roll call vote of nine ayes. <br />BILLS, FIRST READING <br />BILL NO. 11 -86 A BILL APPROPRIATING $84,940.00 FROM THE WATER WORKS DEPRECIATION <br />FUND TO ACCOUNT NUMBERED 399.0 WITHIN THAT FUND. <br />This bill had first reading. Council Member Voorde made a motion to set this bill <br />for second reading and public hearing February 24, seconded by Council Member <br />Barcome. The motion carried. <br />BILL NO. 12 -86 A BILL AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED AT <br />721 -23 HOWARD ST., IN THE CITY OF SOUTH BEND, INDIANA. <br />This bill had first reading. Council Member Puzzello made a motion to refer this <br />bill to Area Plan, seconded by Council Member Braboy. The motion carried. <br />PRIVILEGE OF THE FLOOR <br />Irene Mutzl, 320 Parkovash, indicated that an attorney from Indianapolis presented <br />the City's case on the baseball stadium. She wanted to know how much he was paid. <br />John Voros, 1617 Inwood, spoke regarding Countywide duplication of services. <br />Joe Guentert, 3510 Corby, spoke regarding the increase in the City's tax rate. <br />There being no further business to come before the Council, unfinished or new, <br />Council Member Taylor made a motion to adjourn, seconded by Council Member Braboy. <br />The motion carried and the meeting was adjourned at 7:27 p.m. <br />ATTEST: APPROVED; <br />r <br />City Clerk resident <br />
