26 <br />DEPARTMENT OF COMMUNITY INVESTMENT <br />The Planning & Community Resources team includes strategic planning — such as neighborhood <br />plans and streetscape improvements — as well as historic preservaƟ on and zoning. <br />Planning and Community Resources <br />STRATEGIC PLANNING <br />Downtown Plan <br />The Downtown Plan is set for presentaƟ on to the Common Council in early 2026. The plan provides <br />a vision for Downtown South Bend that will unify the urban core by building upon recent major <br />investments, illustraƟ ng new urban neighborhoods, creaƟ ng an enhanced public domain connecƟ ng the <br />City to the river, and providing a strategy to reinvigorate the downtown retail core. <br />In February and March of 2025, the plan was presented publicly with a series of open houses a Ʃ ended <br />by more than 50 residents, business representaƟ ves, and other stakeholders. <br />Public Engagement Timeline <br />Design Week - Pin up <br />sessions, stakeholder <br />meeƟ ngs, and fi nal ideas <br />presentaƟ ons <br />February 2025 <br />Final presentaƟ on <br />and public <br />feedback sessions <br />June 2024 <br />Plan presented to <br />Common Council. <br />Early 2026 <br />Downtown Plan Open House at Community Learning Cetner.
