17 <br />ANNUAL REPORT 2025NEIGHBORHOODS DIVISION <br />NEIGHBORHOOD HEALTH & HOUSING (NHH) <br />Quality Aff ordable Housing & Infi ll Development <br />• 79 households receiving assistance totaling over $1,100,000 through the home repair program. <br />• The City conƟ nued partnerships with affordable housing developers to support the construc Ɵ on and <br />sale of new housing units in South Bend’s urban neighborhoods. <br />• Four Community Homebuyers CorporaƟ on (CHC) closings were completed, providing homeownership <br />for low-moderate income households. A total of $142,000 in forgivable second mortgages and down <br />payment assistance provided, which leveragted $532,000 of private investment through the CHC <br />fi nancial partners. <br />• In 2025, the pre-approved plan catalog was expanded to off er addiƟ onal housing type opƟ ons, including <br />a bungalow and townhouse. <br />Department of Housing and Urban Development (HUD) <br />CerƟ fi ed Housing Counseling <br />• 54 households completed pre-purchase housing counseling, preparing themselves to become poten Ɵ al <br />homeowners. <br />• 3 households completed mortgage default counseling. <br />• The Housing Counselor provided 11 post-purchase counseling sessions with a total of 19 a Ʃ endees <br />over the course of the classes. <br />• 14 households parƟ cipated in homebuyer educaƟ on classes. <br />A bungalow pre-approved plan was one of the housing types added to the catalog. The <br />available pre-approved plans support infill development in the city’s urban neighbor- <br />hoods. <br />NHH programs and services facilitate the development of quality aff ordable housing through assistance <br />to eligible homeowners, fi rst-Ɵ me homebuyers, tenants, landlords, nonprofi t partners, developers, and <br />builders.
