East Res. <br />* Funds are subject to the City Controller's determination of availability; if funds are unavailable, as solely determined by the City Controller, <br />then the authorization of the expenditure of such funds shall be void and of no effect. <br />PURPOSE OF REQUEST: Requesting Approval of Resolution No. 3668 Establishing the Offering Price, <br />Approving Bid Specifications, and Approving Notice of Intended Disposition of 821 Portage Ave & 808 <br />Cushing St <br />SPECIFICS: The Redevelopment Commission (“RDC”) is the owner of two vacant parcels at 821 Portage <br />Ave and 808 Cushing St. These parcels were transferred from the Board of Public Work to the RDC per <br />Resolution No. 3667 approved at the March 12th meeting. <br />These parcels are located in the Near Northwest Neighborhood which has seen significant revitalization <br />and redevelopment. City Staff have received interest in redevelopment of the property. The attached <br />three documents - Bid Specifications, Noticed of Intended Disposition, and Resolution establishing <br />offering price – are the beginning of the process for the property to be redeveloped and set the following <br />conditions for a bid on the Property: <br />- $15,750.00 minimum bid (average of two appraisals) <br />-All bids will be due by 9:00am on May 14, 2026 and opened publicly at the RDC meeting on May <br />14, 2026 <br />-During the review process, emphasis will be placed on compatibility with and support of the goals <br />and objectives of the surrounding businesses and neighborhood and the Development Plan for the <br />River West Development Area and the Near Northwest Neighborhood Plan. <br />______________ ___________Pres/V-Pres <br />ATTEST: __________ _______ _ <br />Date: _____________ _______ <br /> APPROVED Not Approved <br />SOUTH BEND REDEVELOPMENT COMMISSION <br />April 23, 2026 <br />
