CITY OF SOUTH BEND REDEVELOPMENT COMMISSION REGULAR MEETING – October 9, 2025 <br /> <br />2 <br /> <br />2. Approval of Minutes <br /> <br />A. Approval of Minutes of the Regular Meeting of Thursday, September 25, <br />2025. <br /> <br />Upon a motion by Ophelia Gooden-Rodgers for approval, second by <br />David Relos, the motion carried unanimously; the Commission approved <br />the minutes of the regular meeting of September 25, 2025. <br /> <br />3. Approval of Claims <br /> <br />A. Claims Allowances September 16, 2025 <br /> <br />Upon a motion by David Relos for approval second by Ophelia Gooden- <br />Rodgers, the motion carried unanimously; the Commission approved the <br />claims allowances of September 16, 2025. <br /> <br />4. Old Business <br /> <br />A. None <br /> <br />5. New Business <br /> <br />A. River West Development Area <br /> <br />1. Budget Request (Rabbi Shulman Demolition) <br /> <br />Caleb Bauer, Executive Director of Community Investment, presented <br />this budget request for $1,500,000 to pay for demolition of the <br />apartment building on Western Ave. The City of South Bend, in <br />partnership with the Housing Authority, is working on redeveloping the <br />Monroe Circle and Rabbi Shulman sites. Recently, the state awarded <br />funding through the READI Blight and Redevelopment Program, <br />separate from the READI 2.0 round, which also provided support for <br />the Western Ave. Transformation District. Additionally, the Lilly <br />Endowment’s Gift 8 Program awarded a grant to the Community <br />Foundation of St. Joseph County. Altogether, these grants will support <br />a major redevelopment project totaling around 205 housing units in <br />phase one. This phase is already underway with the developer, The <br />Michaels Organization. A formal agreement will be presented soon, but <br />demolition of the Rabbi Shulman building is moving forward now. <br /> <br />To fund the demolition, the City has applied for a $10 million Section <br />108 loan from HUD, which would be repaid over 25 years using a small <br />portion of the City’s annual Community Development Block Grant <br />(CDBG) funds.
