East Res. <br />* Funds are subject to the City Controller's determination of availability; if funds are unavailable, as solely determined by the City Controller, then the <br />authorization of the expenditure of such funds shall be void and of no effect. <br /> <br />PURPOSE OF REQUEST: Adopt Confirmatory Resolution to provide for the expansion of the River West <br />Development Area <br /> <br />SPECIFICS: On Thursday, September 11, 2025, staff will update the Commission on the approval process, and the <br />Commission will vote on whether to adopt the Confirmatory Resolution. If adopted, the River West Development <br />Area will be officially amended and the Lincoln and Kennedy Park Residential Housing Allocation Area will be <br />established. <br /> <br />The following is a summary of previous steps and approvals: <br />- 6/3/25: Staff met with the Linden Legacy Neighborhood Association to discuss plans. <br />- 6/12/25: The Redevelopment Commission authorized a notice of public meeting regarding the Lincoln <br />and Kennedy Park Residential Housing Development Program Allocation Area within the River West <br />Development Area. <br />- 7/24/25: The Redevelopment Commission adopted the Declaratory Resolution and Plan Amendment, <br />effectively beginning the process. <br />- 8/18/25: South Bend Plan Commission issued a Plan Commission Order affirming the Amending <br />Declaratory Resolution and the Plan Amendment. <br />- 8/25/25: South Bend Common Council adopted a Resolution affirming the Plan Commission Order. <br />- 8/26/25: Public hearing notices were mailed to residents and overlapping taxing units, and the tax <br />impact statement was delivered to overlapping taxing units. <br /> <br /> <br /> <br /> <br /> <br /> <br />_________________________Pres/V-Pres <br /> <br />ATTEST: __________________Secretary <br /> <br />Date: ____________________ <br /> <br /> APPROVED Not Approved <br />SOUTH BEND REDEVELOPMENT COMMISSION
