Purpose <br /> The purpose of the River West Development Area Plan is as follows: <br /> • To provide a broad vision and strategy for the economic and physical revitalization of the <br /> River West Development Area, and <br /> • To establish a framework for ongoing collaborative planning efforts involving residents <br /> and other property owners, business owners, civic associations, institutional partners, <br /> and local government. <br /> • To promote high quality, impactful projects consistent with best practice planning <br /> principles. <br /> History of River West Development Area <br /> The South Bend Redevelopment Commission designated the Central Downtown Urban Renewal <br /> Area in 1968 [Declaratory Resolution No.215 and Confirming Resolution No.233]. The Central <br /> Downtown Urban Renewal Area was merged with the Northeast Development Area and the <br /> Monroe Sample Development Area in 1985 to create the South Bend Central Development Area. <br /> [Declaratory Resolution No.737 and Confirming Resolution No.739] The South Bend Central <br /> Development Area West of the River was merged with the Airport Economic Development Area <br /> in 2014 to form the River West Development Area. [Declaratory Resolution No.3229 and <br /> Confirming Resolution No.3256]. The River West Development Area was further expanded to <br /> add certain territory in 2019 [Declaratory Resolution No. 3478 and Confirming Resolution No. <br /> 3485] and again in 2024 [Declaratory Resolution No. 3611 and Confirming Resolution No. 3622]. <br /> In XXXX of 2025, the River West Development Area was amended to create a new allocation <br /> area, the Riverwalk Allocation Area [Declaratory Resolution No. 3627, Confirmatory Resolution <br /> No. 3629]. <br /> Location of River West Development Area <br /> The River West Development Area includes downtown South Bend, the Southwest, Far Westside <br /> and Airport Area. The development area boundary is more specifically represented by the <br /> boundary map in Appendix A and in the legal description found in Appendix B. <br /> Development Area Activities <br /> The goals and objectives for the River West Development Area will be accomplished through a <br /> combination of public and private actions. Public actions may be any redevelopment activities <br /> permitted by state law, including, but not limited to, the following: <br /> 1. Provision for public works improvements to infrastructure, such as streets and roads, <br /> sidewalks, curbs, water mains, storm drains, sewers and other utilities, lighting, traffic <br /> controls, and landscaping of public spaces and rights-of-way; <br /> 2.
