JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: August 8, 2025 <br />Application Number: 2025-0805 <br />Property Location:13546 Brick Road <br />Architectural Style/Date/Architect or Builder: <br />Italianate / c. 1870 <br />Property Owner: Alexander Horvath and Natalie Winters <br />Landmark or District Designation: St. Joseph County Local His- <br />toric Landmark, Ordinance #42-1976 <br />Rating:Outstanding <br />DESCRIPTION OF STRUCTURE/SITE: This is a two story, red brick Italianate farm house with original <br />architectural details such as the wood cornice with brackets and frieze, a bracketed rectangular cupola, and stone <br />windowsill and lintels. The foundation is of dressed coursed stone, and the red brick walls are in English bond. <br />The roof is hipped, and the front porch is open with square posts. The main door has ful side lights and transoml <br />and the windows are 6 over 6 sashes. There is an added brick wing on the back of the house, a block garage (now <br />demolished), and at the back of the site sit a historic brick milkhouse and brick outhouse. In October of 2024, COA <br />2024-0909 was issued, permitting the deconstruction of the brick outhouse and reuse of its bricks. In mid-2025, the <br />rear of the house and the garage sustained storm damage due to falling tree limbs. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1. Demolish the storm-damaged garage and rebuild a new garage with the same footprint as the pre- <br />vious garage. Siding to be white LP SmartSide, service door to be steel, garage overhead door to be aluminum, and <br />two windows (one on rear and one on side) to be anodized aluminum. <br />- <br />rial (instead of the quarter inch plywood as is currently there), repair and repaint corbels that were damaged in the <br />storm, and repaint areas as needed. <br />3. Pour a new concrete front sidewalk where existing one was damaged by uprooted trees and repair front fence and <br />gate. <br />STANDARDS AND GUIDELINES: <br />SITE VISIT REPORT: N/A. <br />STAFF RECOMMENDATION: <br />reconstruction with the materials listed above constitute a threat to the integrity of the home’s historic character or <br />value. All repair work is in line with recommendations made in the Standards and Guidelines.
