The limited footprint of the rooftop space will <br /> not have an impact on the perceived massing of the building from the street, and the building <br /> width will allow for a centralized entrance to both wings of the building from South Bend Ave. <br /> (5) The variance granted does not correct a hardship caused by a former or current owner <br /> of the property. <br /> The width variance responds to a unique situation in which an angled portion of a facade at a <br /> corner is included in the same width calculation as a facade along an adjacent street, making it <br /> exceed the maximum permitted width despite it meeting the intent of the ordinance. The first <br /> variance would allow for a rooftop amenity space that is generally permitted by the ordinance <br /> and will not function in the same way as a full building floor, which maximum building heights are <br /> generally intended to discourage. <br /> Analysis & Recommendation <br /> Commitments: No commitments at this time. <br /> Analysis: Rezoning these parcels to U3 would align with the future zoning map from the Northeast <br /> neighborhood plan, while also fulfilling goals from both that plan and the city's comprehensive <br /> plan to develop housing within the neighborhood, including rental housing. <br /> Recommendation: Based on information available prior to the public hearing, the staff recommends the <br /> Plan Commission approve the variances and send the rezoning petition to the Common Council <br /> with a favorable recommendation. <br /> SOUTH BEND PLAN COMMISSION Page 5 of 18 <br />
