CITY OF SOUTH BEND AND ST. JOSEPH COUNTY HISTORIC PRESERVATION COMMISSION <br />Mr. Foster: OK. And and if if the feedback is no, I'd like to get feedback on. <br />How we approach this in the future, but just be more careful I guess. <br />Commissioner Jones: I think starting from the proposition that restoring a <br />window from an 1830s home is just merely aesthetics is maybe a poor <br />choice. <br />Mr. Foster: Yeah. No, I'm. I'm sorry to even. Well, just because I did see the <br />quotes and and and and the energy efficiency did not look like it was <br />going to be up to par. As far as what I witnessed in the House, and I had <br />more pictures. I mean has covered it a little bit that exterior. Really, I think <br />shines as far as how bad it looks as far as aesthetically. Now it's not good <br />and and keeping it traditional wood 150 year old wood and then I get the <br />idea behind it. But living living with it is not ideal either in my opinion." <br />After due consideration the following action was taken: <br />Upon a motion by "Peter DeKever to approve, and seconded by Andrew <br />Jones, and UNANIMOUSLY carried by vote, the Historic Preservation <br />Commission APPROVED Certificate of Appropriateness Application <br />#2025-0407a-1. <br />Roll was called. <br />Commissioner DeKever: AYE <br />Commissioner Jones: AYE <br />Commissioner Skaggs: AYE <br />Commissioner Hough: AYE <br />Commissioner Andrews: AYE <br />After due consideration the following action was taken: <br />Upon a motion by "Andrew Jones to deny, and seconded by Kathryn <br />Hough, and UNANIMOUSLY carried by vote, the Historic Preservation <br />Commission DENIES Certificate of Appropriateness Application #2025- <br />0407a-2. <br />Commissioners are required to state their reasons for denial. Roll was called. <br />Roll was called. <br />Commissioner Jones: AYE "Does not comply or comport with <br />our guidelines in terms of replacement or repair of windows. " <br />Commissioner Skaggs: AYE "The window, replacing the <br />window would not comply with the standards and guidelines." <br />Commissioner Hough: AYE "I'm in agreement with my fellow <br />commissioners on their statement." <br />Commissioner Downs-Krostenko: AYE "We don't have the <br />siding material stipulated or the size conformation, material, <br />style of the window" <br />Commissioner DeKever: AYE "Same reasoning that <br />replacement of this window would not be consistent with the <br />standards and guidelines for replacement windows" <br />Page 16 April 21, 2025 <br />
