CITY OF SOUTH BEND REDEVELOPMENT COMMISSION REGULAR MEETING – July 10, 2025 <br /> <br />7 <br /> <br /> <br />Upon a motion by Ophelia Gooden-Rodgers for approval, seconded by <br />Gillian Shaw, the motion carried unanimously; the Commission <br />approved the Budget Request as presented on July 10, 2025. <br /> <br />C. Administrative <br /> <br />1. Closings Update <br /> <br />Joseph Molnar, Assistant Director of Growth and Opportunity, <br />presented five housing development closings involving Intend <br />Indiana, 466 Works, Allen Edwin, Advantix, and Real America. He also <br />addressed how South Bend’s population trends are influencing <br />housing demand. <br /> <br />The five projects, all infill developments on city-owned land, will deliver <br />a combined total of 341 new housing units, of which 179 units <br />(52%) will be income-qualified. The total investment across these <br />projects is $77.5 million, with $63.1 million coming from developers <br />and $14.4 million (18%) contributed by the City. <br /> <br />2. Updates on Development Projects <br /> <br />Joseph Molnar, Assistant Director of Growth and Opportunity, <br />presented two development projects: The Ice Box and Momentum. The <br />Ice Box project involves $12 million in upgrades, while the Momentum <br />project includes the rehabilitation of the former Salvation Army building <br />at 510 S. Main Street, representing a $7 million investment. <br /> <br />Together, these projects total $19 million, with $16.5 million contributed <br />by developers and $2.5 million invested by the City, including the <br />building itself for the Momentum project. Mr. Molnar also provided an <br />update on the SoMa building restoration, which will introduce 12 new <br />apartments as part of a broader effort to revitalize the entire block. <br /> <br />Secretary Wax expressed appreciation for the Community Investment <br />staff, commending their dedication and the significant progress made <br />through strong city partnerships that continue to drive South Bend’s <br />growth. <br /> <br /> <br /> <br /> <br /> <br />6.
