HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY
Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov
STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: July 15, 2025
Application Number: 2025-0703
Property Location: 1414 East Wayne Street
Architectural Style/Date/Architect or Builder:
Colonial Revival / 1925 / H.R. Stapp, Whitcomb & Keller
Property Owner: Drew and Jennifer Chuppe
Landmark or District Designation: East Wayne Street,
Ordinance #7796-87
Rating: Contributing
DESCRIPTION OF STRUCTURE/SITE: This is a two story frame, irregular plan house featuring a gable
roof and a large shed roof front dormer. The roof is of asphalt shingles and the siding is aluminum. The windows
are Marvin wood, double-hung full frame replacement windows with aluminum exterior cladding. The inset door
features leaded glass sidelights and a paneled transom. The main roof extends over the front porch, which crosses
the entire front of the house and wraps around to a side, gabled-roof patio. The porch is supported by large doric
columns over brick flooring.
DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to:
1. Extend the existing back addition by roughly 5’ to gain more kitchen and bath space. Construct a ~9’x9’ mud-
room/laundry room addition to the west of the existing addition.
Related works include the following: upper railing and existing roofing to be removed; rubber roofing to be in-
stalled; back entry doors to be replaced; installation of a Marvin aluminum clad, double hung window in the loca-
tion of an existing second story exit; first story windows to be reused in extended-addition.
STANDARDS AND GUIDELINES:
Additions: 36-37. Windows: 29-32. Doors: 10-11.
SITE VISIT REPORT: N/A
STAFF RECOMMENDATION: The addition and extension to the back of the house would not negatively
impact the visual impression of the home from the street. Additionally, the massing of the proposed works are
compatible with the overall structure and the addition is distinguishable from the historic structure without being
markedly inconsistent in design. Based on the information provided prior to this public hearing, Staff makes a FA -
VORABLE RECOMMENDATION.
Prepared by
Kate Himick, Historic Preservation Specialist
