HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY
Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov
STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: July 15, 2025
Application Number: 2025-0626
Property Location: 1414 East Wayne Street
Architectural Style/Date/Architect or Builder:
Colonial Revival / 1925 / H.R. Stapp, Whitcomb & Keller
Property Owner: Drew and Jennifer Chuppe
Landmark or District Designation: East Wayne Street,
Ordinance #7796-87
Rating: Contributing
DESCRIPTION OF STRUCTURE/SITE: This is a two story frame, irregular plan house featuring a gable
roof and a large shed roof front dormer. The roof is of asphalt shingles and the siding is aluminum. The windows
are Marvin wood, double-hung full frame replacement windows with aluminum exterior cladding. The inset door
features leaded glass sidelights and a paneled transom. The main roof extends over the front porch, which crosses
the entire front of the house and wraps around to a side, gabled-roof patio. The porch is supported by large doric
columns over brick flooring.
DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to:
1. Remove existing aluminum siding and trim and recycle and install Mastic Rigid Vinyl 7” Siding.
2. Remove existing K-style gutters and downspouts and replace with new, K-style gutters and downspouts.
3. Replace existing, non-functional shutters with new.
STANDARDS AND GUIDELINES:
Walls: Pages 26-28 Roof, Gutters/Downspouts, Soffits: Pages 19-22 Windows (Shutters): 29-32.
SITE VISIT REPORT: N/A
STAFF RECOMMENDATION: The existing aluminum siding has an 8” reveal, and the new vinyl siding would
have a 7” reveal to more closely resemble the original cedar clapboard. The original siding beneath the aluminum
is to be retained and preserved as much as possible during installation of the vinyl. The windows are not original,
and there is likely not much historic material remaining, though South Bend Roofing Siding & Window Co would
retain historic material found, as possible. The gutter profile would not change, nor would the appearance of the
non-historic, non-fuctional shutters. The visual impact of the home would be kept intact. Based on the information
provided prior to this public hearing, Staff makes a FAVORABLE RECOMMENDATION.
Prepared by
Kate Himick, Historic Preservation Specialist
