JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: July 15, 2025 <br />Application Number: 2025-0604a <br />Property Location: 914 Leland Avenue <br />Architectural Style/Date/Architect or Builder: <br />Prairie / 1911-13 / <br />Property Owner: Quinn Pillari <br />Landmark or District Designation: Chapin Park LHD, <br />Ordinance #9575-05; National Register of Historic Places <br />Rating: Significant <br />DESCRIPTION OF STRUCTURE/SITE: This is a 2+ story rectangular plan house. Stucco siding with wood <br />course band between stories and frieze at eaves. Gable roof with asphalt shingles and dormers with pediments. Full <br />width front porch on west facade including small pediment above entrance. Double hung windows with aluminum <br />storm windows. Muntins in front windows form geometric squares. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1. Remove the addition to garage as current garage is not original and remove the back deck. <br />2. Move the fence forward and shorten it to a picket fence. <br />3. Build a back porch in the remaining area of the garage and build a small stoop off of the sunroom. Use rock face <br />cinder blocks for the foundation of the porch, and douglas fir t&g flooring and cypress trim and repair the missing <br />stucco. Use cypress trim and cedar 1x6 deck boards with wooden stairs coming off both the stoop and the porch. <br />STANDARDS AND GUIDELINES: <br />Fences and Retaining Walls: Pages 12-13; New Construction: Pages 33-35; Demolition: Pages 36-37. <br />SITE VISIT REPORT: <br />STAFF RECOMMENDATION: The current garage addition is not original and does not fit the style of the <br />house. Removal of the garage addition and replacement with a deck is appropriate. Moving of the fence and chang- <br />ing the height to a lower picket style is appropriate. The design of the porch and stoop are fitting with the style of <br />house and do not harm the integrity of the house or surrounding neighborhood.
