JOSEPH COUNTY <br />Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: July 15, 2025 <br />Application Number: 2025-0707 <br />Property Location: 1021 Hudson Avenue <br />Architectural Style/Date/Architect or Builder: <br />Colonial Revival / 1921 / Campbell House <br />Property Owner: Philip Bess <br />Landmark or District Designation: Riverside Drive Local <br />Historic District, #7469-85 <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/SITE: Rectangular plan two-story house with wide clapboard siding on <br />a brick foundation. Hipped roof with “Dutch gables” on east and west end. Single rectangular brick chimney at <br />northeast corner with concrete cap. Windows are 6/1 double-hung with wooden storm windows. A detached one- <br />car garage is to the northwest. Entrance portico has broken pediment and doric columns. The east façade has a <br />one-story screened sunporch with pergola roof. <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br />1. Retroactively demolish of a garage A portion of the wood siding from the demolished garage has been salvaged <br />for use in the proposed existing side porch upgrade (item #3 below). <br />2. Construct a front porch addition to the main house. <br />3. Convert the existing side porch into a closed four season room by adding 2 foot wall sections and new screens/ <br />glass in the upper sections. <br /> STANDARDS AND GUIDELINES: <br />Porches: Pages 17-18; New Construction: Pages 33-35; Demolition: Pages 36-37. <br />SITE VISIT REPORT: <br />STAFF RECOMMENDATION: Project 1: Staff have reviewed a video supplied by the homeowner showing the <br />condition of the former garage. From the video it appears the garage was in need of a roof, however, the concrete <br />slab and walls and siding were in restorable condition. Staff make a UNFAVORABLE RECOMMENDATION. <br />Project 2: The proposed front porch addition is not the full width of the house making it unbalanced.
