Oy0UTH,.
 City of South Bend
W\ _,L Community Police Review Office
1865
Community Police Review Office Quarterly Report
April - June 2025
Introduction: A Milestone for Civilian Oversight
The Community Police Review Office (CPRO) continues to advance its mission of fostering
transparency, accountability, and community trust across South Bend. This quarter, the Office
implemented a more direct and personal outreach strategy, meeting residents where they are and
ensuring they know their voices matter in the oversight process.
As one of only a handful of cities in Indiana—and nationally—offering community-led civilian
oversight, South Bend's model is unprecedented. The Community Police Review Board enables
everyday residents to review police complaint findings and contribute a civilian perspective to
investigations. This system may not be perfect, but it gives South Bend an essential layer of
accountability that deserves to be celebrated and supported.
WHAT IS THE COMMUNITY
POLICE REVIEW BOARD?
We are NOT POLICE OFFICERS. • P
We are NOT LAWYERS
We are NOT PRIVATE INVESTIGATORS
We are concerned and dedicated community \•r4.
members—your neighbors, coworkers,and ,, '. r ,
fellow residents—committed to ensuring ',9 %` _ .- 'V-
your voice is heard in police oversight. °l '` `.
Provide a civilian perspective on policing in
South Bend ' •
Ensure oversight that reflects the lived
experiences of everyday citizens .
Strengthen accountability through a system of checks and balances
to review investigations and ensure concerns are taken seriously.
