HISTORIC PRESERVATION COMMISSION OF SOUTH BEND AND ST. JOSEPH COUNTY
Phone: 574/235.9371 Fax: 574/235.9021 Email: hpcsbsjc@southbendin.gov
STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: June 9, 2025
Application Number: 2024-0522
Property Location: 402 West Navarre Street
Architectural Style/Date/Architect or Builder:
Craftsman Bungalow / c. 1913 / W. W. Schneider
Property Owner: Indiana Landmarks
Landmark or District Designation: Chapin Park LHD,
Ordinance #9575-05
Rating: Outstanding
DESCRIPTION OF STRUCTURE/SITE: This is a 2 story rectangular plan Craftsman bungalow house. Walls
are of stretcher bond dark brick and shingle siding. The shallowly sloped roof has wide eaves and brackets support-
ing the soffit with exposed rafter tails. The windows are 1/1 double hung.
DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to:
1) Repair of the existing water table, siding, and masonry in kind. The 10’ water table (currently exposed concrete
block) to be coated with a new stucco, and existing stucco on rear second story wing also to be repaired in kind.
Masonry to be restored with bricks original to the home. The approximate third of siding that is missing from the
rear of the house to be replaced with in-kind cedar shingles painted to match.
2) Construct a rear porch approximately 6’ deep by 12’ long (see attached designs), and shift the exiting rear door
by three feet to acommodate a more spatious kitchen layout. Structure to be wood with concrete piers faced with
masonry brick, hollow core fiberglass columns, and Trex decking.
STANDARDS AND GUIDELINES:
Porches: Pages 17-18
SITE VISIT REPORT: N/A
STAFF RECOMMENDATION: The proposed repairs to the water table, siding, and masonry are sound ave-
nues of repair using appropriate materials. The design and footprint of the proposed porch is in keeping with the
massing and scale of a rear porch, and Staff feels that the proposed designs are sympathetic to the existing home
and neighborhood. Staff is favorable to either design (Proposal Version 1 or Proposal Version 2). Given the infor-
mation provided prior to this public hearing, Staff makes a FAVORABLE RECOMMENDATION.
Prepared by
Kate Himick, Historic Preservation Specialist
2025-0522a
