UNITED CONSULTING ■ CITY OF SOUTH BEND ■ CE SERVICES FOR SAFE ROUTES TO SCHOOL AT KENNEDY ACADEMY ■ DES# 2201237 1
8440 Allison Pointe Blvd.
Suite 200
Indianapolis, IN 46250
May 27, 2025
Gemma Stanton, ERC/Project Engineer
227 W. Jefferson Blvd.
South Bend, IN 46601
RE: City of South Bend CE Services for Safe Routes to School at Kennedy Academy (Des # 2201237) in the LaPorte District.
Dear Gemma and Scoring Committee,
On behalf of United Consulting, thank you for the opportunity to once again serve the community of South Bend as the construction inspection
team lead for the Safe Routes to School at Kennedy Academy project.
It is exciting to see this truly transformational project come to fruition, connecting the city of South Bend in an unprecedented fashion.
Within the pages of this LOI, you will find a comprehensive understanding as it relates to project construction, our recent experience with
South Bend on the Safe Routes to School at Our Lady of Hungary project and our team’s capacity to perform the required inspection and
management services at a level expected by you and your INDOT partners. Some critical items we know are important to the city of South
Bend included are:
Communication through weekly reports and progress meetings.
Cost control through bi-weekly monitoring and updates to the project budget.
Reduce project delays by monitoring the contractors schedule with the actual work progress.
This traffic-impacted project demands a strong and experienced inspection team. Our inspection department brings both the expertise and
the capacity necessary to support the city and the awarded contractor in delivering a successful outcome—one that serves the best interests
of local residents and taxpayers.
Our relationship with the City of South Bend is very important to United. We respectfully ask that you once again place your trust in us for this
important project. We look forward to the opportunity to partner with the city once more to ensure its successful delivery.
Sincerely,
Terry Minix
Business Development
Safe Routes to School at Kennedy Academy
