CITY OF SOUTH BEND CE SERVICES FOR SAFE ROUTES TO SCHOOL AT KENNEDY ACADEMY AMERICAN STRUCTUREPOINT PAGE 7 <br />PROJECT UNDERSTANDING AND APPROACH <br />SOUTH BEND SOLUTIONS <br />American Structurepoint recognizes that this project goes beyond standard sidewalk replacement. It is a vital <br />infrastructure improvement that enhances walking routes to and from Kennedy Academy, primarily through the <br />installation of new ADA-compliant sidewalks and curb ramps. These upgrades will significantly benefit students by <br />promoting safe walking and reducing traffic congestion during school drop-off and pick-up times. <br />The project also supports broader community needs by improving accessibility for individuals with disabilities and <br />the elderly, enhancing neighborhood connectivity and mobility. Drawing on our extensive experience, we are well- <br />prepared to anticipate and address challenges that may arise when integrating new curb ramps and sidewalks <br />into existing infrastructure. <br />The project area is a predominantly residential neighborhood bounded by Lincoln Way West to the north, Birdsell <br />Street to the east, Orange Street to the south, and Bendix Drive to the west. Key construction components include <br />the removal and replacement of deteriorated sidewalks and curb ramps along major pedestrian routes, selective <br />replacement of concrete driveways, full-depth HMA patching, and site restoration, all with the goal of improving <br />safety and accessibility for Kennedy Academy students and the surrounding community. <br />MAINTENANCE OF TRAFFIC <br />While the majority of construction will occur outside the roadway, any necessary impacts to vehicular traffic will be <br />managed through a well-coordinated Maintenance of Traffic (MOT) plan. This plan may include lane restrictions <br />with the use of flaggers, as needed, to ensure safety and minimize disruptions. <br />Maintaining safe and efficient ingress and egress for residents within the project limits is a priority. A pedes- <br />trian detour may be implemented where necessary, supported by clearly placed and compliant signage to guide <br />foot traffic safely around construction zones. We will closely monitor traffic patterns throughout the project to <br />respond swiftly to any emerging issues. Additionally, we will collaborate closely with the contractor to adapt the <br />traffic control plan to the contractor’s means and methods, ensuring that any modifications are implemented <br />promptly and in accordance with all applicable traffic control standards and regulations. <br />UTILITY COORDINATION <br />Coordination with utilities may be necessary due to the construction limits for the replacement of the curb ramps <br />at various intersections. Our experience has seen the need for either utility pole relocation or holding an existing <br />pole. We will review utility work plans and coordinate early and often to maintain the schedule. <br />Contract R-44776 is currently scheduled for an INDOT letting on August 6, 2025; however, per correspondence <br />with the city, the letting date will be moved to November 2025 with construction in 2026. American Structurepoint <br />has visited the site, and we are excited to have the opportunity to submit this proposal. We look forward to <br />delivering a high-quality project and improving the walking routes for this neighborhood.
